84 -- FLYERS' CONTINUOUS WEAR ANTI-EXPOSURE COVERALLS SOL DTCG38-99-Q-900408 DUE 092199 POC POC: Peter Thomas, Contract Specialist, (252)335-6643 or Gus Holzmiller, Contracting Officer, (252)335-6436 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number DTCG38-99-Q-900408 is being assigned to this procurement for tracking purposes only and this synopsis/solicitation is being issued as a Request for Quotation (RFQ). The incorporated clauses and provisions are those in effect through Federal Acquisition Circular 97-12. This requirement is unrestricted; the Standard Industrial Classification Code is 2326 and the size standard is 500 employees. Contract award will be made utilizing the simplified acquisition procedure test program. The Coast Guard intends to award a firm-fixed-price requirements contract (one year period) for an acquisition of five hundred (500) each Flyers' Continuous Wear Anti-Exposure Coveralls. The coverall shall be a completely assembled, ready for use, commercial off the shelf (COTS) garment that is fire-resistant, waterproof, moisture vapor permeable, and aircraft fluid resistant. The coverall shall be a one-piece garment that incorporates the basic design features of the garment specified in MIL-C-85633A. The main waterproof closure shall extend from the left shoulder to the right thigh, have two opposing sliders, and shall be covered with a flap of cloth matching the face layer of the coverall closed with hook and pile tape. It shall have a stretch panel or slide fastener closed gusset around the lower rear torso. It shall be manufactured from laminated cloth conforming to MIL-C-85637A with the following exceptions: the weight of the laminated cloth shall be 8.25 +/- 1.75 ounces per square yard; the face cloth shall be a fire resistant, high strength, aramid fiber blend, producer colored orange, dye color 551299900; the backing cloth shall be an aramid jersey knit or polychlal suitable for the purpose intended. The coverall shall be durable and comfortable to allow the wearer to perform other duties while in an alert status on the ground, and to reduce fatigue while flying. The coverall shall meet or exceed the requirements of the Coverall Leakage Test specified in MIL-C-85633A using the apparatus specified in MIL-W-85635. The coverall shall meet or exceed the requirements of the Escape Test Underwater and the Water Ingress tests detailed in the United Kingdom's Civil Aviation Authorities Specification Number 19 (CAA Spec 19) dated 19 April 1991. The coverall shall be available in a range of sizes that with minor adjustment will properly fit individuals whose body measurements range from the 5th percentile female to the 95th percentile male, and are adequate for most of the remaining 5% at each extreme, when worn over full-length, insulated undergarments up to 0.50 inches thick. The government will provide the following body measurements at the time of order: height; weight; chest circumference; sleeve length; inseam; boot size. The coverall shall have wrist and neck seals that are a trimmable, "one size fits all" design that fit comfortably, conform to the wearer's body to exclude water intrusion, and are tear and ozone resistant. The wrist and neck seals shall not degrade the wearer's ability to operate their aircraft. If the wrist and neck seals are manufactured from natural latex rubber, the seals shall be .037 +/- .001 inches thick, and provision shall be made to minimize contact of the seals with the wearer's skin by use of an inner fabric insert at the neck and each sleeve. The coverall sleeves shall have an over-cuff that completely covers the wrist seals and shall have an adjustable hook and pile closure strap at each wrist. The coverall shall include provision to protect the neck seal from abrasion and exposure to flash-fire. The coverall shall have attached socks that are waterproof, moisture vapor permeable, and aircraft fluid resistant. The socks shall be available in a range of standard sizes to fit the 5th percentile female to the 95th percentile male, and are adequate for most of the remaining 5% at each extreme, when worn over heavy wool socks. The legs of the coverall shall extend to blouse over the wearer's boot and shall have gussets closed by a slide fastener at the inside of each leg terminal. The coverall shall have pockets constructed from fabric matching the face fabric of the coverall that when the coverall is worn meet the following requirements: one covered pocket attached to the outer, upper, left sleeve, 4.5 +/- 0.5 inches below the shoulder seam with provision to easily insert and remove three standard writing pens and one solid object measuring 2.5 x 4 x 1 inches; one pocket attached to the top of each forearm opening toward the wrist sized appropriately to easily remove and stow one 5mm neoprene, five-finger dry glove sized proportional to the coverall including an anchor point for a retaining cord; one pocket on each front thigh and on each lower, outer leg to easily stow and remove a solid object measuring 5 x 7 x 1 inches. Each pocket shall close completely after insertion of the solid object. The closures on the lower leg pockets shall not cause discomfort when the wearer is kneeling. Each pocket shall have provision to allow water drainage. The coverall shall have four pile tape patches attached as follows: one patch on each outer upper sleeve 1.5 inches below the shoulder seam measuring 3.5 x 2.25 inches with the long axis horizontal; one patch measuring 4 x 2 inches on each upper torso 6.0 +/- 1.0 inches below the centerline of each shoulder. The two upper torso patches shall be placed parallel horizontally, with their inside edges 2.5 +/- 0.25 inches apart. Each coverall shall have a manufacturer assigned unique, sequential, serial number that shall never be duplicated for another coverall of this type. Each coverall shall have an information label that contains the following information: manufacturer; serial number; part number; date of manufacture; height; weight; chest circumference; sleeve length; inseam; boot size and garment wearing and care instructions. The coveralls shall be assembled on-demand when ordered and shipped to arrive at the designated site within 21 calendar days from the day that the order is received. Potential contractors, who currently manufacture a commercial garment that with minor modifications will meet the requirements of this specification and who are interested in responding, shall submit two flight-worthy coveralls for evaluation by 14 September 1999. The sample coveralls will be examined on a pass/fail basis for conformance with all the requirements of this solicitation. Each submission shall include written certification that the garment submitted is representative of the quality and design that will be provided upon contract award, and that the sample garments meet all the requirements of this specification. In order to evaluate past performance, offerors are instructed to provide references for past performance information for the above listed material during the preceding 2-year period which includes the contract number, agency, point of contact and applicable phone number. Note: The Government reserves the right to contact any potential source of information regarding an offeror's past performance.
