the purchase of some personal equipment for police officers. This
equipment will be exported to Albania. THIS IS A SMALL BUSINESS SET
ASIDE AND A SOLICITATION. NO ADDITIONAL INFORMATION WILL BE SENT OUT.
VENDORS WITH QUESTIONS MUST FAX TO THE PERSONS AT THE FAX NUMBER LISTED
ABOVE. VENDORS WILL BE REQUIRED TO SHIP THE EQUIPMENT BY GROUND FREIGHT
TO THE AIR CARRIER SELECTED BY THE US DESPATCH AGENCY IN NEW YORK FOR
SHIPMENT ONWARD TO ALBANIA. VENDORS MAY INVOICE AS A SEPARATE LINE ITEM
THE COST OF GROUND FREIGHT FROM THEIR SUPPLY POINT TO THE RECEIVING
POINT WHICH IS LOCATED IN NEW JERSEY. COMPLETE INSTRUCTIONS WILL BE
SUPPLIED AT THE TIME OF AWARD. THE LIST OF EQUIPMENT REQUIRED IS AS
FOLLOWS: 1. 315 each Riot Shields, clear plastic or similar material;
incorporates a break away strap and designed to be held with one hand.
Shield to be inscribed with the word in the English language "POLICE"
across the front of the shield. 2. 315 each side handle style police
batons; black color high impact polymer or similar material, 24" in
overall length. 3. 3,150 disposable plastic restraints; single loop
design capable of restraining adult wrists or ankles; must have quick
application locking system that cannot be reversed; must be packaged in
individual bags of 10 restaints per bag. 4. 315 riot helmets; dark blue
color, impact resistant, with face shields, must be one size fits all
design. 5. 315 chemical agent masks, similar or equivalent to US
military M17A1 design chemical agent mask; must include carrying case;
masks must protect against tearing and irritating agents such as CS,
CN, and OC; masks must securely fasten to the face with strap tightened
head harness; must be one size fits all design. 6. 250 each canisters
CS irritating agent; canisters must be designed to be hand thrown by
the User, canisters must disperse CS agent through pyrotechnic action.
7. 250 each canisters CS irritating agent, canisters must be designed
to be hand thrown by the User; canisters must disperse CS agent
through a non-pyrotechnic "blast" action. The Government will make an
award to the responsible Offeror(s) whose offer(s) conforms to the
solicitation contained herein and is most advantageous to the
Government (i.e. that which represents the Best Value for the
Government), cost or price and other factors including time period
required for delivery to the port in New Jersey, considered. The
combined relative merit of the technical evaluation factors listed
above will be more significant than cost or price in the selection of
the Contractor. PLEASE BE ADVISED THAT DELIVERY TIME IN THIS CASE IS
CRUCIAL. THE EQUIPMENT IS URGENTLY NEEDED IN COUNTRY AND THE QUICKER
THE BETTER. VENDORS: BE REALISTIC IN YOUR OFFERED DELIVERY TIME FRAMES.
DO NOT, REPEAT DO NOT OFFER DELIVERY TIME SCHEDULES YOU CANNOT MEET!
While the cost or price factor has no numerical weight, it is a
criterion in the overall evaluation of proposals. Furthermore, the
proposed cost or price must be reasonable and reflect technical
requirements. The Government may award to other than the lowest priced
offer. ALL OFFERS MUST BE RECEIVED IN THIS OFFICE BY TELEFAX

ONLY FAXED OFFERS ARE REQUIRED. THERE IS NO NEED FOR VENDORS TO INCUR
