This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation, F11623-99-T1720, is issued as a request for quotation (RFQ). Commercial Items applies to this acquisition, without addenda. Clauses 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders_Commercial Items applies to this acquisition, as well as clauses 52.222-26; 52.222-35; 52.222-36; 52.222-37; 52.225-3 and 52.225-18. The FAR provision 52.213-2, Evaluation_Commercial Items, applies, and quotes shall be evaluated for 1) technical acceptability in accordance with SOW, 2) adherence to applicable clauses and provisions, and a satisfactory performance record. Vendor should have at least (3) favorable previous past performance relating to this procurement commodity type and 3) fair and reasonable price in consideration of the award factors above and the overall best value to the government. Additional requirement is quoter must provide specification sheets and catalog cuts with quotation in order to make selection on each of the user requirements as stated in the SOW, in writing and by specification sheet. Any exceptions, quoter will explain how each proposed feature will meet the user requirement if not exactly same output as relates to this performance based SOW. If not explained, the quote will not be evaluated favorably and the government reserves the right to go to the next technically acceptable quote. Price will be evaluated lastly in consideration of overall value meeting the government_s minimum output as stated in the SOW. The Defense Priorities and Allocations System (DPAS) does not apply. This is a total small business set-aside. The CBD numbered note no. 1 applies. The associated standard industrial classification code is 3873 and the small business size standard is 500 employees. There are two each commodities (digital clocks), and two each installations and the quantity is two each total jobs. The description of this requirement is as follows: Digital display systems time, 8 zone clocks with programmable country below time. Time is synchronized with zulu and 1 master source. Job may include a minor structure enhancement/cosmetic repair of wall to be installed -- cables/materials for installation and the installation. Job includes removal of existing wall clock display and all associated cables, and installation and testing of new equipment. Only written or faxed requests for copies of the Statement of Work and Drawings will be accepted. Work shall commence prior to 30 SEP 99. Work shall be completed within 30-45 including line item lead-time. Exceptions will be case by case and verifiable from manufacturer.
