Specialist, (301) 402-5825 The National Institute of Allergy and
Infectious Diseases (NIAID), NIH, has a requirement to identify and
develop novel therapeutic approaches for the prevention and treatment
of human immunodeficiency virus (HIV) infections. Many investigators
and drug sponsors who have identified a lead compound lack the
capability and capacity to assess further their compound through in
vitro confirmatory antiviral testing in additional test systems or in
combination with other agents for the treatment of acquired
immunodeficiency syndrome (AIDS) and associated opportunistic
infections (OIs). This type of informa-tion is needed by drug sponsors
and the Government to formulate and prioritize developmental plans for
potential new therapies. A contract is planned to perform in vitro
confirmatory testing of therapies for anti-HIV activity and in vitro
evaluation of antiretroviral agents in combination with other AIDS
therapies. It is anticipated that one (1) cost reimbursement,
completion type contract will be awarded for a period of seven (7)
years, beginning approximately September 1, 2000. RFP

September 3, 1999, and may be accessed through the NIAID Contract

acquisition has been revised to include only the Work Statement,
Deliverable and Reporting Requirements, Special Requirements and
Mandatory Qualification, if any, the Technical Evaluation Criteria, and
the Specific RFP Instructions and Provisions. All information required
for the submission of an offer will be contained in the electronic RFP
package. Following proposal submission and the initial review process,
Offerors comprising the competitive range may be requested to provide
additional documentation to the Contracting Officer. Responses to this
RFP will be due on or about November 26, 1999. Any responsible Offeror
may submit a proposal, which will be considered by the Government.
