(DAIDS) of the National Institute of Allergy and Infectious Diseases
(NIAID), NIH, has a requirement to promote research for the treatment
and prevention of HIV disease. This effort encompasses programs in the
discovery and development of novel therapeutic strategies for HIV
disease and therapeutic-based (drug, biologic, and other) prevention
approaches for HIV transmission. The purpose of the planned contract is
to evaluate therapies/strategies, alone and in combination, in
specialized (cell-based and/or target based) assays. Such
therapies/strategies may include: (i) HIV transmission inhibitors
(including drug- and immune-based strategies, biologics, and natural
products but excluding prophylactic vaccine-based inhibitors); (ii)
antiviral agents (drugs and biologics); (iii) immune-based therapies;
and, (iv) gene-based therapies. In view of the investigative component
of this work, model/assay development will be an important part of
this contract. A secondary activity will be the production of
standardized reagents (e.g., drug resistant virus variants) generated
during the course of these studies. These reagents will be made
available through the NIAID Research Reference and Reagent Program
(Repository) to the scientific community. It is anticipated that one
(1) cost reimbursement, completion type contract will be awarded for a
period of seven (7) years, beginning approximately September 1, 2000.

acquisition has been revised to include only the Work Statement,
Deliverable and Reporting Requirements, Special Requirements and
Mandatory Qualification, if any, the Technical Evaluation Criteria, and
the Specific RFP Instructions and Provisions. All information required
for the submission of an offer will be contained in the electronic RFP
package. Following proposal submission and the initial review process,
Offerors comprising the competitive range may be requested to provide
additional documentation to the Contracting Officer. Responses to this
RFP will be due on or about November 26, 1999. Any responsible Offeror
may submit a proposal, which will be considered by the Government.
