Dahlgren Division requires engineering services in support of surface
Navy programs involved in conceiving, designing, testing, and lifetime
support of US Navy surface combatants such as AEGIS cruisers and
destroyers, amphibious ships, and aircraft carriers. This work will
support such areas as Fleet operational events, training systems
development and evaluation, development and evaluation of operational
concepts, evaluation of prototype systems, and expert consultation
services in areas such as combat and weapon systems, combat direction
systems, sensors and weapons, and advanced surface warship joint
warfighting capabilities. In addition, expertise in surface ship Human
System Integration (HSI), including manning, personnel and training,
as well as human factors engineering, is also required in development
of joint warfare doctrine and of multi-service and joint tactics,
techniques, and procedures. This work may be performed in a variety of
warfare capability areas, at the unit, tactical group, operational
force, and theater-strategic Joint Task Force (JTF) levels. Functional
areas include Air Defense, Land Attack, Tactical Ballistic Missile
Defense, Theater Air Defense, Strike, Anti-Surface Warfare, and
Anti-Submarine Warfare. Significant operational and systems design
experience in these areas is required. Approximately 33 manyears of
support is estimated for year one increasing to 40 manyears during the
fifth year of a five-year contract. The proposed contract is 100
percent set aside for companies in the 8(a) program. Offers from
concerns other than 8(a)'s will not be considered. This is a follow-on
to contract N00178-96-D-2007 with Basic Commerce & Industries, Inc.
(an 8(a) company), 304 Harper Drive, Suite 105, Moorestown, NJ 08057.
An Organizational Conflict of Interest Clause as defined by FAR 9.505-1
will be included in the RFP and resultant contract. The contractor is
required to have a facility located within one-hour travel time from
Dahlgren, VA. The SICCode is 8711 and the FSC Code is AD26.
Solicitations and amendments will only be available via the World Wide
Web at http://www.nswc.navy.mil/supply. No hard copies will be
provided. It is anticipated that the solicitation will be posted in
October 1999 and will close forty days following date of issuance.
