NSF seeks to award a contract to an association of scientific and technological professionals for further development and updating of their comprehensive database on scientists and engineers, originally developed under an NSF grant in 1981. Under this contract, the contractor shall code all new publications, both print and electronic, for inclusion in the updated guide; conduct research on new organizations and their work for inclusion in the guide; produce quarterly updates to the guide for a 24 month period; design a link to the NSF website for maximum access to the guide; and provide paper copies of the guide as requested. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within sevendays after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
