indicators on the growth of international R&D/technology
collaborations. These data and analyses contribute to Chapter 4 of the
congressionally-mandated publication Science and Engineering
Indicators, "U.S and International Research and Development: Funds and
Alliances". The contractor shall provide data updates to report on the
distribution of strategic technology alliances between and within
economic blocs, by technology, in the biotechnology, information
technologies, and new materials industries. The specific regions for
which the alliance data are requested include the United States,
Europe, and Japan regions as well as World alliance totals for each of
the industries indicated. Other sectors can be included in this update
if data are available. Aggregate totals (with a snapshot indication on
which are the most important sectors) are acceptable. The contractor
shall also summarize the general trends for each of the major countries
comprising the Europe regionand supply updates for the following tables
from the 1998 Science and Engineering Indicators Report: Table 4-48-
Distribution of Strategic Technology Alliances Between Economic and
Within Blocs, By Technology: 1980-96 The Contractor shall furnish
updates on the overall time series, the sectoral distribution, the
international distribution, and combinations of these distributions as
described in the statement of work. The proposed contract action is
for services for which the Government intends to solicit and negotiate
with only one source under the authority of FAR 6.302. Interested
persons may identify their interest and capability to respond to the
requirement or submit proposals. This notice of intent is not a request
for competitive proposals. However, all proposals received within five
days after date of publication of this synopsis will be considered by
the Government. A determination by the Government not to compete with
this proposed contract based upon responses to this notice is solely
within the discretion of the Government. Information received will
normally be considered solely for the purpose of determining whether to
