The HHS/PSC/AOS/Division of Acquisition Management intends to award a 12-month, sole source, simplified acquisition to MicroMass Communications, Inc. Micromass is the only company that possesses the unique capability to maintain and update the content of the Office on Women's Health "For Your Heart" website. The website provides personalized and interactive cardiovascular disease and diabetes educational information for women with special attention given to the needs of minority women. The website utilizes MicroMass' unique and proprietary software to provide users with lifestyle and disease management materials tailored to the individual's profile. Information for the website is obtained from the American Heart Association's (AHA) cardiovascular and stroke science database. The Health and Human Services' Women and Heart Disease program has an understanding with the AHA that allows for the limited use of this information. Micromass is the only vendor approved by the AHA to deliver AHA's cardiovascular disease and stroke materials in this unique way. This is not a request for competitive proposals. Award will be made using simplified acquisition procedures in accordance with FAR 13.106-1(b). No solicitation is available for this requirement. Interested concerns may submit a capability statement within 15 days after the publication date of this notice. All timely responses will be considered, however, a determination by the Government not to compete this requirement based upon the responses received is solely within the discretion of the Government.
