requirement for the Information Management Services for Anniston Army
Depot, Anniston, AL., in accordance with Office of Management and
Budget (OMB) Circular A-76, which establishes federal policy regarding
the performance of Commercial Activities (CA). The purpose of the A-76
Program is to obtain the most cost effective services through
competition with the private sector, and to compare the cost of
performance by in-house personnel with that of a private contractor;
the winner of the cost comparison will perform the services. A
comprehensive and detailed Performance Work Statement (PWS) will be
provided as part of the solicitation. All offerors will be required to
submit a complete technical, management, and price proposal. The
services include, but are not limited to, providing hardware/software
configuration, installation and maintenance; telecommunications
equipment installation, maintenance, and repair; mail and records
management; and visual information services and support. This
requirement will be solicited on an unrestricted basis and will include
a base year and 4 one-year options. The solicitation will be fully
competitive and evaluation will be based on a combination of Trade-off
and Go/No Go approach. This action will result in a Firm Fixed Price
contract. The estimated issue date is 7 Sep 99. This solicitation will
be issued electronically in accordance with FAR 4.501, 5.102(a)(7)
therefore hardcopies will not be provided. Vendors wishing an
electronic copy may download it on or after the issue date by accessing
the following address via the internet:

solicitation will be issued electronically as will any amendments
thereto. Because of this, the Government is under no obligation and is
in fact unable to maintain a bidders mailing list. It is therefore
incumbent upon any interested parties to periodically access the above
internet address in order to obtain any amendments, which may be
issued. Failure to obtain any said amendments and to respond to them
prior to the date and time set for bid opening/receipt of proposals may
render your bid or proposal non-responsive and result in the rejection
