Department of Commerce's International Trade Administration (ITA),
wishes to secure the services for the following: Access to economic
forecasts, economic analyses, computer-based econometric models,
econometric software, and computer-based data to carry out the
Department's program requirements. These requirements, grouped into
three broad areas(Data Access, Forecasting and Analysis, and
Econometric Software), may be satisfied by up to three offerors. That
is, one offeror may propose to meet only the Data Access requirements,
while the second offeror may propose to meet only the Forecasting and
Analysis requirements, and a third offeror may propose to meet only
the Econometric Software requirements, or a single offeror may propose
to meet the requirements of ALL three areas. It is also possible for
one offeror to meet the requirements of two of the areas, while another
offeror meets the requirement of the third. Data Access -- The
Department's interest is in a wide range of economic data for the
United States and foreign countries that is documented, current,
on-line, and easy to use. Moreover, the Department's interest is in the
availability of that data in machine readable form for off-line use on
other computer systems, including personal computers. Forecasting and
Analysis -- The Department's interest is in the structure of the
econometric models supporting the forecasts, the quality of analysis
used in interpreting the models, and in the quality of the written
analyses. This includes the availability of data series required by the
model, the transparency and "explainability" of the model assumptions
and structure, and in software that is easily used by econometric
estimation, and model building (models other than those described
above). Economic Software -- The Department is interested in a
comprehensive system for performing a wide range of statistical
analyses with a user-oriented English-like command language. These
three areas combine all of the related needs of the component
organizations within the Department. Potential offerors should
recognize that while the combined requirements are extensive, no single
organization within DOC will require access to all functions and
services. Additional, the Department requires the offeror to provide
telecommunications accessible via existing equipment owned by DOC, as
well as, end-user support services. The period of performance will be
from October 1, 1999 thru September 30, 2000, with one option year.
