THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/HQ intends to purchase BASIS SOFTWARE MAINTENANCE ON A SOLE SOURCE BASIS FROM OPEN TEXT, INC. OPEN TEXT, INC. IS THE ONLY AVAILABLE SOURCE DUE TO THE PROPRIETARY SOURCE CODE, AND THE ONLY COMPANY THAT HAS THE DETAILED TECHNICAL KNOWLEDGE OF THE SOFTWARE CODE AND LANGUAGE STATEMENT REQUIRED TO PERFORM SOFTWARE MAINTENANCE. NO OTHER SOFTWARE MANUFACTURER HAS BEEN LICENSED BY OPEN TEXT, INC. TO PROVIDE BASIS SOFTWARE MAINTENANCE OR BEEN GIVEN THE ABILITY TO PROVIDE UPDATES TO BASIS SOFTWARE PRODUCTS AS SOON AS THEY ARE AVAILABLE. The Government intends to acquire a commercial item using FAR Part 12. SEE Note 22.
