The Department of Justice, Immigration & Naturalization Service (INS) intends to award a sole source contract to Chemical Safety Corporation of Emeryville, CA for their WEMS software and the optional Inventory Tracking Module. The purchase is for a one-time license fee for the software, users manuals, and inventory-tracking module for 20 INS sites to be delivered within 60 days after contract award. Also the contractor will make available to the 20 sites a HELP desk for any assistance in the installation and operation of the software for a period of one year. The EOSH Division of the INS awarded a contract for a feasibility requirements study and cost benefits analysis for a management information system in FY 97, as a result a market survey was performed encompassing fifty-seven (57) EOSH software vendors. Of these twenty-three (23) products were selected for further evaluation against a defined functional requirement. Of all these only one vendor program, WEMS, provided a product that met the functional requirements for INS in one software program. Any comments concerning this procurement must be delivered to the Contracting Officer in writing within 5 calendar days after the publication of this synopsis. A determination by the Government not to open the requirement to competition based on any comments to this notice is solely within the discretion of the INS. No further notices shall be issued. The software is a COTS items, commercial of the-shelf-item.
