Service Administration, Federal Technology Service (GSA) hereby issues
a draft Request for Proposal (RFP) for the Forest Service Microwave
Network for the Angeles and San Bernardino National Forests. The Forest
Service is looking to replace its current analog microwave network
occupying the 1.710-1.755 GHz frequency range and replacing it with a
digital microwave network in the 1.7, and 7 GHz and 15 GHz. frequency
ranges. The microwave system is relied upon to provide end users with
voice (VHF radio and telephone), data and video services. Users are
concentrated mainly at Supervisors' Offices, District Offices, Ranger
Stations, Dispatch Centers, and in mobile vehicles throughout the
forests. Microwave sites situated on mountaintops provide end user
connectivity and VHF radio coverage throughout most of the forests. It
is contemplated that the Government will award a Fixed Price contract
for purchase and installation of the microwave system. The period of
performance for the installation of the microwave system is nine (9)
months. The Contractor will be responsible for removal of the existing
system, purchasing, and installation of the new digital system. Also,
the Contractor will provide training for Forest Service personnel in
maintenance and repair of the equipment. The government may exercise
options on a Time and Material basis to provide maintenance for the
microwave system at the two National Forests. The draft RFP consists of
a Statement of Work, the proposed Section B, Contract Line Item Number
(CLIN) structure, Section L, Instructions, Conditions, and Notices to
Offerors and Section M, Evaluation Factors for Award for the Forest
Service Microwave Network System. The Government seeks industry comment
on the draft RFP in order to ensure the final solicitation provides a
means for industry to respond to the Government needs in the most
effective, economical, and timely manner. The Government intends to
issue the initial Sections of the Draft Request for Proposal to
Industry on or about 23August 1999. Please see attached RFP. You are
invited to prepare comments and suggestions to the draft RFP for Forest
Service Microwave Network. Final Comments are due no later than 7
September 1999. This draft RFP is for informational and planning
purposes. The Government does not intend to award a contract on the
basis of this draft RFP or to otherwise pay for information received in
response. Site survey of the locations for the new microwave network,
will take place starting 7 September and ending 17 September. Site
survey dates will be determined and given to those participants
responding to this RFI by 7 September 1999 due date. The point of
