CONTRACT TYPE AND ESTIMATED RELEASE DATE HAVE CHANGED. The United
States Environmental Protection Agency's Office of Acquisition
Management will issue a solicitation to provide technical support
services to EPA Region I for emergency response, removal, site
assessment, and related technical and administrative services as
defined in the Comprehensive Environmental Compensation, and Liability
Act of 1980 (CERCLA or Superfund) as amended, the National Oil and
Hazardous Substances Pollution Contingency Plan and other environmental
statutes. The contractor will provide services to support response and
site assessment activities related to the release or threat of release
of oil, petroleum products, hazardous substances, or pollutants and
contaminants,that pose an actual or potential threat to human health or
welfare, or to the environment. The Standard Industrial Classification
SIC) for this requirement is 8744 with a size standard of 500
employees. It is the Government's intent to issue a fixed price level
of effort contract with a base year and four one year options. For each
year, there will be a fixed priced dedicated team of 45 manyears with
fixed price options for additional man years. Request for Proposal
PR-HQ-98-15159 will be released around August 25, 1999. A definite due
date for proposals will be established at that time. The purpose of
the CBD announcement is to notify potential offerors of EPA's
requirement, generate the source list, and to direct interested parties
to the EPA's "Doing Business with EPA" Internet World Wide Web site at
http://www.epa.gov/oam for further information on this procurement as
it becomes available. Hard copies of the soliciation and amendments
will not be sent to firms with electronic capabilities. The Request for
Proposals (RFP), amendments and other related items for this
procurement will be posted on the EPA Web site and can be downloaded
through the date of contract award, estimated on or around April 15,
2000. EPA's "Doing Business with EPA" Web site is at the following URL

"Superfund/RCRA Procurement Division (Washington,DC)" link. Under
"Current Procurements," select "Region 1 Superfund Technical Assessment
and Response Team (START-2)", RFP#PR-HQ-98-15159." Interested parties
must forward requests to be placed on the source list to the
contracting officer via Internet E-mail at
mcelrath.sallie@epamail.epa.gov. If Internet capability is unavailable,
interested parties must submit written verification via E-mail or
facsimile stating such to Sallie McElrath so that hard copies of these
documents may be provided. Upon receipt of written verification, the
