(202)205-4916 The Administration for Children and Families (ACF),
Office of Family Assistance, is soliciting proposals to develop and
conduct three regional workshops to educate legislators about key
financing and programmatic issues in States' Temporary Assistance for
Needy Families (TANF) programs. The goals of this project are to help
legislators and State decision makers understand the current
opportunities in welfare reform and to understand the flexibility for
the use of TANF funds. The TANF program transforms welfare into a
system that requires work in exchange for time-limited assistance. The
program helps recipients with support services and with the
opportunity to take part in job training, education and work activities
that lead to self-sufficiency. TANF programs are designed and
administered by States to meet their specific needs. This project is to
help States implement the recently issued TANF final regulations. The
contractor will work with the agency to select the regions for the
workshops and inviteappropriate legislators and staff. Contractor must
demonstrate a national relationship with State/local human services
staff and legislators. The contractor will conduct the workshops and
work jointly with the Federal Project Officer to plan the topics and
the presenters. The contractor will determine the sites and make all
the travel arrangements and provide materials for the meetings. The
contractor will conduct post-activity debriefings, share information
and produce summary reports. The anticipated period of performance is
up to twelve months. This is a full and open Competitive Requirement.
