monitoring at Space and Naval Warfare Systems Center facilities in
Charleston, S. C. The alarm system and assets include SPAWARSYSCEN
Charleston restricted areas and intelligence facilities such as the
Information Security, Computer Security, Industrial Security, and
Personnel Security. CONTRACT TYPE: Firm Fixed Price Type contract is
anticipated. This procurement shall be issued under full and open
competition procedures after the exclusion of sources as this
procurement is 100% Small Business Set-Aside. Award of this contract
will be for a base year with four (4) one year options. EVALUATION
PROCEDURES: The Government will award a contract resulting from this
solicitation to the responsible offeror whose offer conforming to the
solicitation requirements is determined to provide the "Best Value" to
the Government which may not necessarily be the proposal offering the
lowest price nor receiving the highest technical evaluation rating.
The technical evaluation factors shall be experience and past
performance in the use of Lenel Security Systems. Offers received will
be evaluated by the Government on the basis of price/cost and on the
basis of information provided by the offeror and information obtained
from the offerors customers and business associates in accordance with
this solicitation. All responsible sources may submit a proposal which
shall be considered by the agency in response to this solicitation. The
solicitation will be available on or about 09/07/99 over the Internet
