R -- ANIMAL HUSBANDRY FOR CHIMPANZEES USED IN AIDS AND OTHER BIOMEDICAL RESEARCH SOL 263-94-C-0028 DUE 101299 POC Christopher Belt, Phone: 301-435-0366, Fax: 301-480-3345 NIH intends to procure on a sole source basis to the University of Texas, MD Anderson Cancer Center, 1515 Holcombe Boulevard, Houston, Texas, 77030 for a six (6) month contract extension to their current contract number 263-94-C-0028 to provide animal husbandry for chimpanzees used in AIDS and other Biomedical Research. It is believed that the University of Texas, MD Anderson Cancer Center is the sole source for this requirement under the authority of FAR 6.302-1 (Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements) because of the following: The University of Texas, MD Anderson Cancer Center is currently performing the requirements under Contract Number 263-94-C-0028, therefore, the costs of recompetition for a six (6) month period would be excessive. In addition, the reasons for other than full and open competition include the need for continuity of operation of a chimpanzee holding colony including scientific continuity, psychological and social well being of the animals. Disruption to the social structure can result in undue animal stress with potential resultant disease, morbidity, or mortality resulting in loss of valuable research subjects. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 45 days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
