HIGH PRESSURE, HIGH TEMPERATURE PCSV FLOW CELL AND SOFTWARE SUBJECT: PCSV Flow Cell DESC: The U.S. Department of Energy's Federal Energy Technology Center (FETC), Pittsburgh, PA intends to award a purchase order on a sole-source basis to INSITEC, San Ramon, CA to purchase the following: (1) High pressure, high temperature PCSV flow cell; (2) Modification and integration of existing FETC PSCV-P with high pressure cell, includes calibration and new calibration software using FETC reticle and processor; (3) Software upgrade to permit automated operation of PCSV in batch mode. Data and time stamping, user-controlled start and stop, toggle between continuous and automated acquisition and (4) New cover tubes for high pressure cell configuration.. This purchase order is being issued to INSITEC because PCSV-P is the product of INSITEC. There are no other authorized vendors to provide the modification and upgrade. INSITEC is also the sole owner of the source codes of the software used to operate the instrument. This request is considered to be sole source to INSITEC.
