a combined solicitation/synopsis for commercial items prepared in
accordance with the format in FAR subpart 12.6 as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. The solicitation number is
F6550199Q0269 and it is a request for quote. The solicitation document
and incorporated provisions and clauses are those in effect through 3
May 99. The Standard Industry Code (SIC) is 8299. This solicitation is
a sole source requirement and is unrestricted to business size (open to
large business). DESCRIPTION: STATEMENT OF WORK, C-12F AND C-12J FLIGHT
SIMULATOR TRAINING NON-PERSONAL SERVICES: The contractor shall provide
all personnel, equipment, tools, materials, supervision, and other
items and services necessary to perform C-12 Flight Simulator Training
Services at the contractor_s training facilities. 1. Instructor
Qualifications: As a minimum, instructorsshould have a Federal Aviation
Administration (FAA) approved (recognized) instructor certificate on a
Beechcraft 200 and 1900. If requested by the Government, the
contractor shall provide a copy of instructor certification. 2.
Records: The contractor shall be responsible for all student
administrative functions. The contractor shall be responsible for
creating, maintaining, and disposing of all student attendance,
performance, and evaluation records. If at any time the student_s
performance is sub-standard the 517th Training Manager will be notified
immediately for recommendation. The contractor shall provide a
certificate of training to students upon completion of the course.
Copies of ALL student records shall be forwarded to the following
address: 517th AS / CXII Training Manager 16430 Airlifter Drive
Elmendorf AFB AK 99506 3. The contents for the Training Classes are as
follows: a) C12F Initial Qualification (IQ) Class consists of 32 hours
classroom/ground training, 12 hours simulator training (6 hours PIC and
6 hours SIC) in a C12F configured simulator, and 4 hours training in a
cockpit trainer. b) C12J Initial Qualification (IQ) Class consists of
40 hours classroom/ground training, 10 hours simulator training (5
hours PIC and 5 hours SIC) in a C12J configured simulator, and 4 hours
training in a cockpit trainer. c) C12F Pilot Refresher Class consists
of 20 hours classroom/ground training, and 12 hours simulator training
(6 hours PIC and 6 hours SIC) in a C12F configured simulator. d) C12J
Pilot Refresher Class consists of 12 hours classroom/ground training,
and 12 hours simulator training (6 hours PIC and 6 hours SIC) in a C12J
configured simulator. e) C12F Instructor Pilot (IP) Class consists of
12 hours simulator training in a C12F configured simulator. f) C12J
Instructor Pilot (IP) Class consists of 12 hours simulator training in
a C12J configured simulator. The Air Force will provide pairs of
students for any given class, with the exception of Instructor Pilot
(IP) training. Dates Flight Simulator training are required are as
follows: 1 _ 4 September 1999, 2 each Refresher Classes, for C12F. 7 _
9 September 1999, 2 each Instructor Pilot Classes, for C12J. 6 _ 17
September 1999, 2 each Initial Qualification Classes, for C12J. FOB
Destination is required. The performance periods for training are as
follows: 1-4 Sep 99, 7-9 Sep 99, and 6-17 Sep 99. The following
clauses/provisions apply to this solicitation: FAR 52.212-1
Instructions to Offerors-Commercial Items; FAR 52.212-5 Contract Terms
and Conditions required to Implement Statutes or Executive
Orders-Commercial Items, DFARS 252.212-7001, 252.225-7000,
252.225-7006, 252.225-7035, 252.204-7004. FAR 52.212-4 Contract Terms
and Conditions; A completed copy of the provisions at FAR 52.212-3
Offeror Representations and Certifications-Commercial Items will be
required with quote (http://farsite.hill.af.mil). Offerors must be CCR
registered (http://www.ccr2000.com). Offers for this solicitation are
due no later than 27 Aug 99/4:00 p.m, Alaska time. Faxed quotes will
