The Military Traffic Management Command (MTMC) is seeking to identify potential sources and their capabilities for a one year study of a third party logistics (3PL) company providing freight transportation management and related services in support of installation transportation officers/traffic management officers and depot operations for the movement of domestic freight shipments originating from Department of Defense (DoD) installations and applicable vendor locations in the states of Alabama, Georgia and Florida, to all points in the continental United States (CONUS). It will not include the operation of the transportation offices. The resulting contract will consist of a one-year base with two one-year options. There are 29 DoD shipping offices in the test region. The contractor shall have the capability to: (1) Procure, select, and book shipments with commercial carriers to include specialized carriage/commodities of all classes except small parcel shipments (less than 150 pounds); bulk fuel; pipeline; arms, ammunitions, and explosives (AA&E) (class/division 1.1 through 1.3); unit moves supporting (OCONUS) contingencies; barge movements; and classified commodities; (2) Resolve claims for loss and damage; (3) Pay carriers; (4) Perform load planning and optimization analysis; (5) Manage carrier performance; (6) Manage astray freight; (7) Collect and report shipment status; (8) Manage multiple shipping modes: (a) less than truckload and truckload; (b) rail; and (c) air; (9) Provide systems capabilities for: (a) Electronic Commerce/Electronic Data Interchange/Electronic Funds Transfer for documentation, billing and payment, respectively, order receipt and in-transit visibility status; (b) web-based receipt of orders; (c) daily optimized load planning; (10) Commit to DoD readiness programs; and (11) Electronically interface with DoD transportation and logistics systems. Full and open competition with award of a firm-fixed price contract to one contractor is contemplated. The projected date for release of a draft solicitation is Oct 99 with a pre-solicitation conference to be held approx. Nov 99. Interested sources are requested to submit a statement demonstrating their capability to perform the responsibilities listed in items (1) through (11) above. Responses are limited to two pages and may include a description of the company and its experience relative to the performance of this or similar services, and must identify its business size and whether designated a Small Business, Small Disadvantaged Business and/or Women-Owned Small Business. FAR 19.1 defines the size standards of a small business. Standard Industrial Classification (SIC) code 4731 has been determined to be applicable to this requirement.
