Supply Service-Washington intends to issue a Request for Proposal (RFP)
on behalf of the U.S. Center of Military History (CMH). The requirement
will be unrestricted based on full & open competition. The requirement
is for professionally trained textile conservators experienced in the
conservation of flags. The professional conservation services required
include the following: conservation management, flag condition
assessment, cost estimates, and intervention treatment services
(conversation, preservation, and restoration) as they pertain to the
conservation of all historic flags. These flags very considerably in
condition from those in stable condition to historic flags in very
fragile, deteriorated and unstable condition. In accordance with Army
Regulation 870-20 (Army Museums, Historical Artifacts, and Art), all
detailed conservation work on historical flags shall be carried out by
qualified professional conservators. The contractor shall provide
personnel and professional conservation services as necessary to
perform three major requirements: Conservation Management; Artifact
Condition Assessment and Appraisal; Conservation Services to augment
and enhance the U.S. Army's Museum Conservation Program. Personnel are
required to be professionally trained, experienced conservators
possessing the skills, knowledge, experience, and training to
satisfactorily perform the services required by this contract. A
minimum of one full-time (Senior Textile Conservation Manager) and two
part-time (Textile (flag) Conservators) personnel are necessary to
provide the conservation management and consultation services. The
following are general overviews of functional descriptions for the key
personnel: Senior Textile Conservation Manager: Professionally trained
textile conservator. Professional Associate or Fellow, American
Institute for Conservation (AIC). Expert knowledge and experience in
conservation of flags, contracting, and project management. This
individual should be permanent staff, not a sub-contractor. Textile
Conservator: Professionally trained textile conservator. Member of AIC.
Expert knowledge and experience in textile conservation and
conservation techniques as they pertain to the conservation of flags.
Provides artifact assessment and intervention (conservation,
restoration, preservation) services as required. The place of
performance is at the contractor's site. This requirement will include
a base year and four option years. Request for a copy of the
