ISSUED ON AN "UNRESTRICTED" BASIS INVITING FULL AND OPEN COMPETITION.
CORRECTION: PHASE I PROPOSALS ARE DUE 18 OCTOBER 1999 vs 18 SEPT 1999.
The SIC Code for this Solicitation is 1522: General Contractors
Residential Buildings, Other Than Single Family. The Size Standard is
$17,000,000. This project consists of the design and construction of
the renovations of three Bachelor Enlisted Quarters (BEQ) at the Naval
Construction Battalion Center, Gulfport, MS, which includes the
modernization of BEQ 316 and 318 which are existing BEQs with 144
modules. These will be designed to the 1 + 1 standard with two private
sleeping/living rooms, two walk-in closets, kitchenette, service area
and adjoining full semi-private bath. Project also includes sound
attenuation, laundry, vending, multi-purpose
lounge/training/game/recreation rooms, housekeeping and storage rooms.
Project will include emergency lighting, a new fire protection system
with sprinklers, smoke alarms and detectors, information systems,
communication and cable distribution system, a new heating, ventilation
and air conditioning system with preconditioned air, technical
operating manuals, and removal of all interior partitions. BEQ 315
includes the renovation of an existing five story open bay barracks for
320 beds to be designed to the 2 + 2 standard with private and
semiprivate rooms. Includes upgrade and construction of new heating,
cooling, ventilation, electrical, mechanical, fire protection and
plumbing systems. Also includes information systems, kitchenettes, and
technical operating manuals, laundry room with cleaning gear closet,
vending, instructor office, and site improvements. Demolition of
existing concrete masonry unit block walls will be required. You will
be issued 100% plans and specifications for BEQs 313 & 314 which will
be options to this contract. The work will consist of the renovation of
two existing barracks (313 & 314). These renovations will include the
addition of a kitchenette and a 21 square foot closet to each living
unit. It will also include replacement and/or modification of existing
HVAC components and controls. When completed BEQs 313 and 314 will
comply with the 1 + 1 berthing criteria of the Navy Priority Triangle.
BEQ 313 accommodates 86 E1 thru E9 personnel. BEQ 314 accommodates 216
E1 thru E4 personnel. The Government will award a contract resulting
from this solicitation to the responsible proposer whose proposal
conforming to the solicitation will be "BEST VALUE" to the Government,
price and technical factors considered. This procurement will consist
of Two (2) Phases. Phase I: Proposers will be evaluated on: FACTOR A
Past Performance: (1)Design and (2)Construction; FACTOR B Small
Business Subcontracting Effort; FACTOR C Technical Qualifications:
(1)Design and (2)Construction; and FACTOR D Management Approach. The
highest rated proposers, typically 3 to 5 (not to exceed five), will
advance to Phase II. The Government will then request the Phase II
proposals. Phase II Qualified Proposers will be evaluated on: FACTOR A
Past Performance (same as Phase I unless conditions change); FACTOR B
Small Business Subcontracting Effort; FACTOR C Technical
Qualifications (same as Phase I unless conditions change); and FACTOR
D -- Technical Solutions. The Government reserves the right to reject
any or all proposals at any time prior to award; to negotiate with any
or all proposers; to award the contract to other than the proposer
submitting the lowest total price; and to award to the proposer
submitting the proposal determined by the Government to be the most
advantageous to the Government. PROPOSERS ARE ADVISED THAT THE
GOVERNMENT INTENDS TO EVUALUATE PROPOSALS AND AWARD WITHOUT DISCUSSIONS
OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Therefore, proposals
should be submitted initially on the most FAVORABLE terms. Proposers
should not assume that they will be contacted or afforded an
opportunity to qualify, discuss, or revise their proposals. FIRMS
SUBMITTING TECHNICAL AND PRICE PROPOSALS WILL NOT BE COMPENSATED FOR
SPECIFICATIONS. FOR SPECIFICATIONS: The Government intends to issue
Phase I on the WEB only. Phase I will be issued on or about 09
September 1999. PHASE II WILL BE ISSUED AT A LATER DATE. THERE WILL BE
A NON-REFUNDABLE CHARGE FOR PHASE II PLANS AND SPECIFICATIONS. The

Prospective Offerors MUST register themselves on the web site. The
official plan holders list will be maintained and can be printed from
the web from the web site. Amendments will be posted on the web site
for downloading. This will normally be the only method of distributing
amendments; therefore, IT IS THE OFFEROR'S RESPONSIBILITY TO CHECK THE
WEB SITE PERIODICALLY FOR ANY AMENDMENTS TO THIS SOLICITATION. For
