Supply Service-Washington intends to issue a Request for Proposal (RFP)
on behalf of the U.S. Army Center of Military History's Museum Division
(CMH). This requirement will be unrestricted based on full and open
competition. The requirement is for the contractual services of a
professionally trained Art Conservators experienced in the conservation
of works of art on canvas and paper. CMH is the responsible custodian
of all historic artwork in storage, on loan, and on exhibit at Army
museums/museum activities and other facilities across the United States
and abroad. The professional conservation services that are required
include the following: conservation management; art condition
assessment and cost estimate, and intervention treatment services
(conservation, preservation, and restoration) as they pertain to the
conservation of works of art on canvas and paper. The art varies
considerably in condition from art in stable condition, to art in very
fragile, deteriorated and unstable condition. A minimum of
one-full-time and two part-time personnel are necessary to provide the
conservation management and consultation services required for the
execution of this contract. The general overviews of functional
descriptions of key personnel are as follows: (1). Senior Art
Conservation Manager (1 full-time): Professionally trained art
conservator. Professional Associate or Fellow, American Institute for
Conservation (AIC). Expert knowledge and experience in conservation of
works of art on canvas and paper, contracting, and project management.
This individual should be permanent staff, not a sub-contractor. (2).
Art Conservators (2 part-time): Professionally trained art
conservators, trained in the conservation of art on canvas and/or
paper. Member AIC. Expert Knowledge and experience in art conservation
and conservation techniques as they pertain to the conservation of
works of art on canvas and/or paper. Provides art condition assessment
and intervention (conservation, restoration, preservation) services as
required. In accordance with Army Regulation 870-20 (Army Museums,
Historical Artifacts, and Art), all detailed conservation work on
museum artwork shall be carried out by qualified professional
conservators. This requirement will include a base year and 4 option
years. The place of performance is at the contractor's site. Requests
