exclusively through the Internet. The entire solicitation, including
plans and specifications, is available for viewing and downloading at
http://www.efdsouth.navy.mil/eb/. Prospective Offerors are encouraged
to register themselves on the web site. The official plan holders list
will be maintained and can be printed from the web site. Amendments
will be posted on the web site for downloading. This will normally be
the only method of distributing amendments; therefore, IT IS THE
OFFEROR'S RESPONSIBILITY TO CHECK THE WEB SITE PERIODICALLY FOR ANY
AMENDMENTS TO THIS SOLICITATION. Plan Holders List can be obtained from

at 843/820-5775. The project includes the construction of two
permanent, (10,000 square meters Dormitory and 3,200 square meters)
masonry buildings and demolition of up to three large masonry dormitory
buildings. The new dormitory will contain living units with toilet
rooms, briefing room, storage, computer rooms, offices, and
miscellaneous spaces. The dining hall includes dining, serving,
cooking, food storage, office, a central food preparation and baking
wing, equipment, and miscellaneous spaces. The project includes
integrated site development, utility, and incidental work to provide
complete and usable facilities. Major trades include: masonry, fire
sprinklers, manual and automatic fire and smoke detection, gypsum
wallboard walls and ceilings, variable air volume space conditioning,
plumbing, mechanical, elevator, electrical, telephone distribution,
data network, CATV, lightning protection, landscaping with irrigation,
paving, utilities, hazardous materials abatement (asbestos and lead),
building demolition and disposal, and others. The design shall conform
to criteria and specifications provided by the Government, and
otherwise as approved by the Government. The project is subject to
Congressional action.Options shall include kitchen equipment and an
emergency generator. There will be 60 calendar days from contract award
to exercise options. Except when it is determined in accordance with
FAR 17.206(b) not to be in the government's best interests, the
government will evaluate offers for award purposes by adding the total
price for all options to the total price for the basic requirement.
The solicitation for the acquisition of these new facilities is
formatted as a Request for Proposals (RFP) in accordance with the
requirements designated by Federal Acquisition Regulation (FAR) Part 15
for negotiated procurements. The Government will award a contract
resulting from this solicitation to the responsible offeror whose
proposal conforms to this solicitation that will be the "BEST VALUE" to
the Government, price and technical factors considered. Proposers will
be evaluated on: (1) Past Performance, (2) Small Business
Subcontracting Effort, (3) Technical Qualifications, and (4) Management
and Control. All factorsare of equal significance. The Government
reserves the right to reject any or all offers at any time prior to
award; to negotiate with any or all offerors to award the contract to
other than the offeror submitting the lowest price; and to award to the
offeror submitting the proposal determined by the Government to be the
most advantageous to the Government equipment and emergency generator.
OFFERORS ARE ADVISED THAT AN AWARD MIGHT BE MADE WITHOUT DISCUSSION OR
ANY CONTACT CONCERNING THE PROPOSALS SUBMITTED. Offers should be
submitted in the most FAVORABLE TERMS. Offerors should not assume that
they would be contacted or afforded an opportunity to qualify,
discuss, and/or revise their proposals. FIRMS SUBMITTING PRICE AND
TECHNICAL PROPOSALS WILL NOT BE COMPENSATED FOR SUBMITTED SPECIFICATION
OR DOCUMENTATION. THIS PROPOSAL IS ADVERTISED AS UNRESTRICTED.
Estimated cost of project is $18,000,000 to $23,000,000. Estimated
duration of the contract is 820 days for completion. The SIC Code for
this project is 1522. Receipt of proposals is due 13 October 1999.
