DTCG88-99-B-623B21-REPAIR/REPLACE FLOATING DOCKS AND GANGWAY AT STATION
TILLAMOOK BAY TILLAMOOK BAY, OR.: Furnish all labor, materials, and
equipment necessary to remove/replace the existing floating docks,
gangways, associated utilities, guide piles, Station Building Sewage
Lines, and all existing utility hangers beneath the footprint of the
Station Building at Station Tillamook Bay. In water work shall comply
with State regulations which allows pile driving from 11/1 to 2/15. The
work includes, but is not limited to, the following: A) Internal
Floating Dock: 1 Replace Existing floating dock, pile guides, gangway
including mounting and utilities, 4 guide piles and pile bracings for
the Western Piles. 2 Install two new 12" diameter steel guide piles and
cathodic protection for western end of dock. For the eastern end guide
piles, reuse the existing wood structural pile centered on the new
floating dock. Remove all structural bracing which would interfere with
the movement of the dock during an 11' range of tide. Reinstall new
bracing as close as possible to existing without interfering with the
range of tide. 3 Install new gangway roller guides on dock, consisting
of two galvanized steel angles. 4 Install new gangway ramp to provide
a smooth transition between the gangway and dock. 5 Replace existing
water, waste oil, air, and phone line utilities on the gangway; B)
External Floating Dock: 1 Replace existing floating dock, pile guides,
gangway including utilities, 4 guide piles and 2 pile bracings. 2
Install four new 12" diameter steel guide piles and cathodic
protection. 3 Install new gangway roller guide on dock, consisting of
two galvanized steel angles. 4 Install gangway ramp to provide a smooth
transition between the gangway and dock. 5 Replace existing water, air,
and phone line on the gangway; C) Replace in kind existing two 6" FM
Elbows and two 6" Gate Valves and one 3" Gate Valve; D) Replace in kind
existing Sewage System beneath the Station Building; E) Replace all
existing utility hangers (Sewage/Fresh Water/Phone/Electrical) beneath
the Station Building using A316 stainless steel equivalent. Drawings

NO LONGER AVAILABLE FROM THE U.S. COAST GUARD OFFICE. Estimated Range
is $250,000 to $500,000. The performance period is 90 calendar days
after receipt of Notice to Proceed. The procurement is subject to the
Small Business Competitiveness Demonstration Program and is open to
large and small business participation. The applicable SIC code is
1629. Small business size standard is $17.0 million. This is an
unrestricted acquisition being solicited. All responsible sources are
encouraged to respond. For minority, women, and disadvantaged business
enterprises: The Department of Transportation (DOT Office of Small and
Disadvantage Business Utilization) has programs to assist minority,
women owned and disadvantaged business enterprises to acquire
short-term working capital and bonding assistance for
transportation-related contracts. Loans are available under the DOT
Short Term Lending Program (STLP) at prime interest rates up to
$500,000 per contract to provide accounts receivable financing. The
Bonding Assistance Program enables firms to apply for bid, performance
and payment bonds up to $500,000. DOT provides an 80% guaranty on the
