jennie.nickleson@fema.gov. This is a combined synopsis/solicitation for
purchase of a trailer in accordance with the format in FAR Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; offers are
being requested and a written solicitation will not be issued. The
solicitation number is EMV-1999-RQ-0062. The solicitation is issued as
a Request for Quote (RFQ). The solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 97-12. This procurement is a small business set-aside. The SIC
Code applicable to this RFQ is 3715. The small business size standard
is 500 employees. The Federal Emergency Management Agency proposes to
procure this trailer for deployment to disaster sites. ITEM 001:
Quantity of one (1) 48'x 102" single drop deck trailer. MANDATORY
SPECIFICATIONS: 1. 1999 Wabash National Model Single Drop Deck Platform
Trailer or equal. 2. 48' x 102" Single Drop Steel Platform and Apitong
Floor. 3. 10 ' Upper Deck 37 ' Lower Deck. 4. Steel Bulkhead. 5. 10'2"
Fixed Spread Axle Setting. 6 Wabash National Corp./Neway Air Ride
Suspension or equal. 7. 38' Sliding Winch Track. 8. 225/70R22.5
Bridgestone Tires or equal. 9. Must meet all DOT safety equipment
requirements. 10. Accessories: Contractor to provide and install a
18"x18"x60" lockable aluminum tool (kit) box mounted on the
undercarriage of the trailer on the driver's side. Minimum of 10 Chains
3/8" Hi-tensile steel 16 ft. long; 10 binders, 10 ratchets, 10 straps
minimum size: 4inx27ft. with redline down the middle rated for DOT
safety requirements. Plus a 10-foot 2-inch spread axle fixed tandem
over air to prevent overloading of trailer. 11. Must include five-year
standard commercial warranty. All the above specifications are
considered mandatory and must be met by an offeror's product in order
for the product to be considered. Failure to meet any of the above
specifications will eliminate that particular product from further
consideration. DELIVERY REQUIREMENT: The trailer shall be delivered FOB
Destination to FEMA Territory Logistics Center-Central, 4900 Hemphill
Street, Warehouse #1 Section "M" (South-end) Fort Worth, Texas 76115.
The Government desires expedited delivery. Contractor to provide best
delivery schedule. The Government's minimum delivery schedule for Item
001 is within 30 days of ARO. The Government will accept and inspect
the unit at their Territory Logistics Center in Fort Worth, Texas.
DESCRIPTIVE LITERATURE: Contractor to provide descriptive literature of
proposed make and model to be furnished in accordance with FAR Clause
52.212-1 "Instructions of Offerors Commercial Items", Section b (f)
Failure of an offeror to submit descriptive literature on a proposed
"or equal" product will result in that product being rejected from
further consideration. Further, descriptive literature which fails to
show that the proposed product complies with the requirements stated
above will result in the rejection of that product. EVALUATION
INFORMATION: The Government will make award to the responsible offeror
whose quote conforming to the solicitation will be most advantageous
to the Government, price and other factors considered. Contractor must
meet all the requirements detailed within the solicitation. Price is
of greater importance when compared to technical. Proposal Preparation
Instructions: The provision at 52.212-1, Instructions to Offerors
Commercial Items, applies to this acquisition. Offerors shall provide
a firm fixed-price to include Federal Excise Tax for Item 001: One (1)
each 48' trailer. Successful contractor must meet all responsibility
requirements of Subpart 9.1 of the Federal Acquisition Regulation
(FAR). A written notice of award or acceptance of offer, mailed or
otherwise furnished to the successful offeror, shall result in a
binding contract without further action by either party. Offerors are
to include a completed copy of the provision at 52.212-3, Offeror
Representations and Certifications-Commercial Items, with this
response. The following clauses also apply: 52.212-1 Instructions to
Offerors Commercial Items, 52-212-2 Evaluation Commercial Item (The
following factors shall be used to evaluate offers: (1) Price (2)
