42 -- FALL PROTECTION SYSTEM FOR WORK AREAS SOL M67004-99-R-0033 POC Gerald S. (i) THIS IS A COMBINED SYNOPSIS/SOLICITATION IAW FAR 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSAL ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. (ii) The solicitation number for this acquisition is M67004-99-R-0033 and is issued as a Request for Proposal (RFP). Proposals are requested consisting of pricing and technical capabilities for a Fall Protection System for Work Areas within the Maintenance Center aboard the Marine Corps Logistics Base, Albany, Georgia. Technical proposals shall augment with a sufficiently detailed description of plans or alternative approaches to meet this requirement. (iii) This RFP incorporates provisions and clauses in effect through the 1997 Federal Acquisition Circular 97-12. (iv) N/A. (v) A Firm-Fixed-Price contract will be issued that meets or exceeds the requirements as listed in paragraph (vi) in support of the following Contract Line Item Number (CLIN).CLIN 0001 Fall Protection System for Work Areas, one each. The scope and work requirements for CLIN 0001 are listed in paragraph (vi). The desired completion date for this effort is 60 days or less. If the offeror can provide completion sooner than the 60 days requested, offeror should propose this lessor duration and will become a significant factor in the contract evaluation criteria for award. (vi) Successful completion of this contract will require: 1. Fall Protection System shall consist of work stands for utilization at work stations in the craneway around various military vehicles in the Maintenance Center in Bldg. 2200, Marine Corps Logistics Base, Albany, Georgia. Various military vehicles include the MK-48 Logistic Vehicle System (LVS) and the Light Armored Vehicle (LAV). Fall Protection System shall be designed to prevent injuries from falls as mandated by the Occupational Safety and Health Administration (OSHA) for heights four feet or greater. The Contractor shall be required to measure the work areas and vehicles to insure that the Fall Protection System is fabricated to the correct dimensions.. 2. Fall Protection System shall consist of a number of interlocking multiple-use stands and supporting accessories.. 3. Stands shall be provided to include: a. Screw jack lift system. b. Platform c. Handrails d. Stairs e. Sliders f. Casters g. Decking h. Outriggers i. Structural material constructed of steel or aluminum. Aluminum material, if used, must provide the same minimal structural strength as steel. Structure must be sturdy and meet the load requirements specified herein. j. Warning devices tied in with the air system to notify personnel if the stand is being raised or lowered. Warning device shall be electrical using 110 volts standard power supply with a standard three prong grounding plug. 4. Screw Jack lift system: a. Powered by shop air. A standard 3/8 inch nipple will be supplied by the Maintenance Center. Maximum available air pressure is approximately 90 PSI. b. Supplied with a positive lock when air is not connected or system is in operation. c. Require no additional requirements to insure that the platform level does not move on its own. d. Provided with air dryers to reduce water introduction into the system. e. Supplied with a minimum span length of 15 feet. f. Constructed with an open span underneath work stands to allow for maintenance work on vehicle suspension and wheel systems. 5. Platform: a. Minimum width of 36 inches. b. Adjustable height from 18 inches to 84 inches (7 feet). c. Minimum weight of 5000 pounds. 6. Handrails: a. Installed on both sides of the stand and shall be removable. b. Include a four inch kick plate to help prevent dropped objects. 7. Stairs: two removable stairs shall be provided with each stand in the system. 8. Sliders: a. Included to eliminate open spots between the vehicle and the stand. b. Installed on both sides of the stand. c. Installed with bumper material on each slider to provide for the vehicle on one end and a cushion on the other end should something bump into the platform. d. Deployed in either direction during operation. e. Sliders are extensions to the stand and need no ventilation requirements. f. Must be durable, lightweight, and provide safe support of the load. 9. Casters: a. Installed with dual wheel casters to provide easy portability and low maintenance. b. Provided with wheel and swivel locks installed on all casters. 10. All rotating parts shall be enclosed to prevent hazard during lift movement. Air motors, cylinders, etc. shall be protected to prevent safety hazards to personnel or equipment. 11. Decking: a. Provided with maintenance free, non-skid surface. b. Include a smooth surface texture to allow rolling around toolboxes. c. Shall not provide a hazardous work surface for personnel. d. Include holes in decking small enough to prevent objects from dropping through the deck. e. Include perforations to decrease weight and increase traction. 12. Outriggers shall be included with the stands and positioned on either side of the stand13. The total number of stands supplied shall be a minimum of 10 each. 14. First Article Tests shall: a. Be required for inspection and approval of the Fall Protection Systems stands. The Contractor shall supply two initial stands to the Maintenance Center for design and performance testing of the parameters identified herein to determine Contractor compliance to the above specifications. b. The Maintenance Center shall test the stands for a period not to exceed 60 days and shall furnish all results, suggestions, and improvements to the Contracting Officer. The Contracting Officer will forward the results to Offerors for correction and comment to the subsequent stands. Production quantity items shall be priced without First Article Test Inspection costs. c. First Article Test stands shall be delivered at no charge to the Government within 30 days after the solicitation's closing date. The Government will return First Article Test stands to offerors upon testing completion at the Offeror's expense and should be priced accordingly for First Article Test Costs evaluations. The Government will not reimburse unsuccessful contractors First Article production or shipping costs. d. First Article Test stands shall be shipped to: Maintenance Center, Business Department (Code 81) 814 Radford Blvd. Ste. 20325 Building 2200, S/R 8, Door N-7 Mark For: M67004-99-R-0030 / M94700-9207-1600 15. The Fall Protection Stand System shall meet 29 CFR1910.29 requirements for fall protection. 16. Safety placards shall be placed upon all hazardous points in accordance with OSHA regulations by the contractor. 17. Successful contractor shall install and set-up of the Fall Protection System. Contractor shall provide a turnkey operation requiring Government shop air connection to stands only. Contractor shall also provide training in the use of the Fall Protection stands to operators. (vii) Fall Protection System to be installed aboard the Marine Corps Logistics Base, Albany, Georgia. Inspection and acceptance for this requirement shall be performed at destination by Maintenance Center, Building 2200 engineering point of contact or his representative. (viii) FAR provision 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The SIC Code is 3446 with a size standard of 500 employees. The Government intends to evaluate offers and award without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms both in price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The following addendum applies: Addendum 1) Offeror's written proposals shall address the following areas: technical, management, past performance, price and delivery, price-related factors, supplying all information identified in this solicitation as follows: Technical: Offeror shall provide convincing evidence that its proposed effort will meet all technical requirements as described in paragraph (vi). Management: Offerors shall briefly describe their proposed management approach for meeting the scope and work requirements specified in paragraph (vi). Past Performance: Offeror should provide information regarding successful past performance on similar contracts for Fall Protection Systems to provide assurance of the offerors ability to meet the scope and work requirements specified in paragraph (vi). Cost: Offerors "Best" price for all of the Fall Protection System for Work Areas specified in paragraph (vi). (ix) FAR provision 52.212-2, Evaluation-Commercial items, is applicable to this acquisition. Tailor paragraph (a) as follows: [insertion one] Technical, management, past performance, price, delivery, and price related factors considered in descending order of importance as listed here. [insertion two] Also, when all other factors are combined they are more important than price. A superior technical proposal may be selected if its higher price is justified by additional technical features offered in comparison to a lower priced technically acceptable proposal. Furthermore, the Government may reject any or all offers if such action is in the public interest and waive informalities and minor irregularities in offers received. (x) FAR provision 52.212-3, Offeror Representations and Certifications-Commercial Items, is applicable to this acquisition. Complete this provision, and submit with offer. (xi) FAR clause 52.212-4, Contract Terms and Conditions-Commercial Items, is applicable to this acquisition. (xii) FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, is applicable to this acquisition. (xiii) Technical acceptability will be determined by information submitted by the offeror providing a description in sufficient detail that documents the offerors ability to perform successfully the specified Fall Protection System for Work Areas described in this requirement. All responses to this RFP shall be in writing. Include Federal Tax Identification Number (TIN) and Central Contractor Registration number (CCR) with your offer. (xiv) DO-C9e (xv) N/A (xvi) The closing date for receipt of offers is 1300 EDST on the 15th day after the date this notice is published in the Commerce Business Daily. In the event that the 15th day falls on a Saturday, Sunday or a Federal holiday, the period extends to 1300 EDST on the next day that is not a Saturday, Sunday of Federal holiday.
