This is a combined synopsis-/-solicitation for a commercial item prepared in accordance with the Federal Acquisition Regulation (FAR) Part 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and THERE WILL BE NO WRITTEN REQUEST FOR QUOTATION ISSUED. The solicitation number for this Request for Quotation is N00244-99-T-B220. This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-13. This solicitation is issued as an unrestricted basis, under Standard Industrial Code (SIC) 3829 (Measuring and Controlling Devices NEC) with a small business standard of 500 employees. FISC San Diego has a requirement to supply, Quantity 1, Universal Calibrating Machine meeting the following minimum criteria: 1.0 SCOPE: Universal calibrating machine to be used for the calibration of Proving Rings, load cells, and other force measuring instruments in both tension and compression with capacities through 300,000 LBF. 2.0 REQUIREMENTS: The calibrating machine shall have a safe working capacity of 300,000 LBF and be designed to use a Navy owned Series 1000: 300,000 LBF Morehouse Proving Ring as a force standard and other force standards as needed. The design of the calibrating machine shall provide for the calibration of both tension and compression forces using a compression type force standard. The calibrating machine shall be a device in which the force standard and the test instrument are positioned and loaded in series with a mechanical force. The mechanical force shall be produced by a hydraulic jack which can be activated by a precision, two speed, dead-weight tester type hand pump or a hydraulic power control that has a vernier screw piston. The hydraulic power control is not to be included. 3.0 DESIGN: The calibrating machine shall consist of a stationary frame, a motorized moveable yoke, and a hydraulic jack with hand pump. The calibrating machine shall be constructed so friction between the calibration standard and test instrument has been completely eliminated. 4.0 DETAILS OF COMPONENTS: 4.1 STATIONARY FRAME: The stationary frame shall have an upper and lower platen that are connected by four tie bars. The lower plated shall rest on adjustable leveling feet. The lower platen shall have a 2.75 inch hole to provide a means of attaching test instruments to be calibrated in tension. The upper and lower platen shall be ground to be flat and parallel. 4.2 MOTORIZED MOVEABLE FRAME: The motorized moveable frame shall have an upper and lower yoke connected by two tie bars. It shall have an adjustable upper yoke to compensate for various size test instruments and facilitate lifting the yoke during calibration setups. The upper yoke shall be moveable at a rate of approximately 2 inches per minute using an electric motor that operates on II 5 volts, 60 cycle power. The upper yoke shall have a3/4"-16 center hole for attaching various accessories required for proper alignment and loading of the force standard used with the calibrating machine. The lower yoke shall have a 2.75 inch center hole to provide a means of attaching test instruments to be calibrated in tension. The upper and lower yoke shall be ground to be flat and parallel. 4.3 HYDRAULIC JACK WITH HAND PLTW: The hydraulic jack shall be designed to generate 300,000 LBF at approximately 5000 psi and have a leak rate that is low enough so as not to interfere with the performance of precision force calibration work. The jack shall have a hardened center loading surface manufactured in such a way as to provide for the use of adapters to properly align any force standard to be used with the calibrating machine. The jack shall have a one inch stroke and be activated by a precision two speed hand pump that includes a vernier screw piston. 4.4 DIMENSIONS: The dimensions of the calibrating machine shall be as follows: a. Overall Height: 140 inches (approximate) b. Horizontal Clearance Between All Tie Bars: 15 inches c.Compression Spacing for Test Instrument: Adjustable between 6.25 and 38.0 inches d. Tension Spacing for Test Instrument- Adjustable between 2.0 and 33.75 inches e. Base: 22 inches square All dimensions are based on using a Series 1000: 300,000 LBF compression type Morehouse Proving Ring as the force standard. This force standard is approximately 26 inches high. 5.0 ACCESSORIES & ADAPTORS: The following accessories and adapters shall be included. All accessories shall be compatible with the calibrating machine. a .Alignment Bearing Block with 2.5" recess b. Alignment Bearing Block with 3.0" recess c. Alignment Bearing Block with 1.75" recess. (3" diameter by 15" high) d. Load Cell Adapter Plate (10" diameter x 6" thick with I" center hole) e. Load Cell Adapter Plate (12" diameter x 12" thick with 0.375" center hole) f. Load Cell Adapter Plate (10" diameter x 8" thick with 0.375" center hole) g. Tension Member Assembly with 2 1/2"-12 male threads rated to 300,000 LBF h. Tension Member Assembly with 4"-8 male threads rated to 300,000 LBF 9. Express warranties shall be included in the contract. Clause FAR 52.212-4 Contract Terms and Conditions Commercial Items, applies as well as the following addendum clauses; FAR 52.211-5, New Material, FAR 52.211-7 Other than New Material, Residual Inventory, and Former Government Surplus Property.
