for commercial items prepared in accordance with the format in FAR
Subpart 12.6, as supplemented with additional information included in
this notice using the simplified acquisition procedures. This
announcement constitutes the only solicitation; propsals are being
requested and a written solicitation will not be issued. (ii)
Solicitation F19628-99-R-0050 is issued as a Request For Proposal
(RFP). (iii) This RFP incorporates clauses and provisions in effect
through the 1997 Federal Acquisition Circular 97-12. (iv) N/A (v) CLIN
0001 for RT and other accessories (including operator/maintenance
manuals & associated interface cables), CLIN 0002 for Maintenance
(option), and CLIN 0003 for Training (option). (vi) The Air Force
requires approximately twenty five (25) VHF/UHF LOS and UHF SATCOM DAMA
Manpack Terminals. The Air Force has an immediate need for these
terminals to fulfill current in-theater user operational mission
requirements. Due to the immediateneed for these terminals, the
offering firms terminals is required to meet the following criteria
upon contract award: (1) The terminals shall be delivered not later
than sixty (60) days after contract award; (2) the terminal shall be
fully certified by the Joint Interoperability Test Center (JTIC) for
MIL-STD-188-181, 182, and 183 compliance; (3) The terminal shall be
fully endorsed by the National security Agency (NSA) for COMSEC/TRANSEC
voice and data processing; (4) The terminal shall have an established
logistics infrastructure that provides for operator/maintener training
and Hardware/Software maintenance. The baseline performance parameters
for the terminal include: (1) An operating frequency range of 30 to
399.975 MHz; both amplitude and frequency modulation (AM/FM) modes of
operation; (2) Ultra High Frequency (UHF) dedicated and demand Assigned
Multiple Access (DAMA) SATCOM capabilities (per MIL-STD-188-181, 182,
and 183); Embedded narrowband Linear Predictive Coding (LPC-10)
processing; (4) National Security Agency (NSA) endorsed embedded
COMSEC/TRANSEC for voice and data, compatible with KG-84, KYV-5 and
KY-57/58. (5) The terminal shall be Y2K compliant. The baseline
physical features of the terminal shall meet the following criteria:
(1) Rugged, militarized manpack terminal of overall size and weight not
to exceed 460 cubic inches and 20 pounds respectively, including
battery box and batteries; (2) Terminal shall be capable of being
powered by attachable power adapters to allow operation with externally
applied AC and DC power sources. The terminal shall be capable of the
following interfaces: (1) Audio: H-250 Handset or equivalent; (2)
COMSEC/TRANSEC: Standard six (6) pin compatible with KYK-13, KOI-18,
CYZ-10; (3) Data: MIL-STD-188-144A and RS-232 single ended compatible.
Other accessories: battery box; handset; V/UHF line of site (LOS)
antenna. Please try to follow the CLIN structure below, however, please
feel free to add (remove) any necessary (unnecessary) components to
provide the requirement outlined in this solicitation. CLIN 0001 for RT
and other accessories (including operator/ maintenance manuals and
associated interface cables), CLIN 0002 for Maintenance (option), and
CLIN 0003 for Training (option). Warranties: The contractor shall
identify and make available to the Government all warranties associated
with material delivered under this contract. The effective date for the
warranties shall coincide with the date of Government acceptance of the
applicable item. Packaging, Shipping and Marking: The contractor shall
be responsible for shipment of the item(s) to the customer. Commercial
packaging and marking of supplies shall be iaw best commercial
practice. (vii) Delivery not later than sixty (60) days after contract
award. All CLINs shall be FOB destination. Fourteen (14) terminals
will be shipped to destinations in Germany. The balance of shipments
are within the continental United States. (viii) FAR provision 52.212-1
Instructions to Offerors-Commercial, is applicable to this acquisition.
The SIC Code for this acquisition is 3669 and the size standard is 750
employees. (ix) FAR provision 52.212-2, Evaluation-Commercial Items,
is applicable to this acquisition. Tailor paragraph (a) as follows:
[Insertion 1]: "Ability to meet required delivery schedule as stated
above, technical capability, past performance, and price and
price-related factors considered in descending order of importance as
listed here." [Insertion 2]:"Also, when all other factors are combined
they are more important than price. The Government will select a
technically superior offer if it is determined that the additional
technical merit is worth the additional cost in relation to the other
proposals received. Furthermore, the Government may reject any or all
offers if such action is in the public interest and waive informalities
and minor irregularities in offers received." (x) FAR provision
52.212-3, Offeror Representations and Certifications-Commercial Items,
is applicable to this acquisition. Complete this provision and submit
with offer. (xi) FAR clause 52.212-4 Contract Terms and
Conditions-Commercial Items, is applicable to this acquisition. (xii)
FAR clause 52.212-5, Contract Terms and Conditions Required to
Implement Statutes Or Executive Orders-Commercial Items, is applicable
to this acquisition. Clause 52.212-5, paragraph (b) is tailored to
include the following clauses by reference: 52.203-6 Alt 1, 52.203-10,
52.219-8, 52.219-9, 52.222-26, 52.222-35, 52.222-36, 52.222-37 and
52.225-18. (xiii) Technical acceptability will be determined by
information submitted by the Offeror providing a description in
sufficient detail to show the product offered meets the government's
requirement. The Government does not restrict the Offeror from
proposing more than one product that will meet the requirements of this
solicitation. All responses to this Request For Proposal shall be in
writing. Include federal Tax Identification number on your offer. (xiv)
D)-A7 (xv) N/A (xvi) The closing date for receipt of offers is 1700 EDT
on the tenth day after the date this notice is published in the
Commerce Busines Daily. In the event that the tenth day falls on a
Saturday, Sunday or a federal holiday, the period extends to 1700 EDT
on the next day that is not Saturday, Sunday or federal holiday.
