synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. This procurement is being conducted
under the Simplified Acquisition Procedures (SAP). IMPEG-2 VIDEO
COMPRESSION/DECOMPRESSION SET CONSISTING OF TWO (2) ENCODERS, TWO (2)
DECODERS, ATM INTERFACE,AND CONTROL SOFTWARE (1 EACH REQUIRED) Salient
Characteristics For IMPEG-2 Video over ATM 1.0 Scope The
specifications presented in the document define the requirements for an
MPEG-2 broadcast quality video distribution system. The system will
encode and decode digital and analog video signals utilizing the
standard as defined by the Motion Picture Experts Group. ISO/IEC 13818.
The encoded signals will be transmitted on an OC-3 ATM based network.
2.0 General Requirements 1.) 19 inch rack mountable configuration
conforming to EIA RS-310. 2.) Chassis/Enclosure shall operate on 110
VAC power supplies. 3.) Chassis/Enclosure shall have a visual indicator
which demonstrates the operational state of the device 3.0 Encoder 3.1
Video Compression a) MPEG-2 Main Profile @ Main Level; 4:2:0 sampling.
Adjustable data rates from 1.5 to 15 Mbp/s in increments of .5 Mbp/s.
b) MPEG-2 4:2:2 Profile @ Main Level; 4:2:2 sampling. Adjustable data
rates from 1.5 to 50Mbp/s in increments of .5 Mbp/s. c) GOP structure;
flexible user selectable d) Shall support I, P, and B frame coding.
3.2 Video Inputs a) NTSC; 75 Ohm with passive loop-through b) Component
Serial Digital(SMPTE 259M); 75 Ohm passive loop-through 3.2 Audio a)
Analog inputs; 600 Ohm balanced b) Digital inputs; AES/EBU compliant c)
MPEG-2 Layer II compression 4.0 Decoder 4.1 Decoding a) MPEG-2 Main
Profile @ Main Level; 4:2:0 sampling b) MPEG-2 4:2:2 Profile @ Main
Level: 4:2:2 sampling 4.2 Video Outputs a) NTSC; 75 Ohm passive
loop-through b) Serial Component Digital (SMPTE 259M); 75 Ohm passive
loop-through 4.3 Audio a) Analog outputs; 600 Ohm balanced b) Digital
outputs; AES/EBU compliant c) MPEG-2 Layer II decoding 5.0 Control and
Transport 5.1 Local Management a) Shall provide standard interface;
(Ethernet, RS232, RS422, RS485) for use in control and configuration of
system components. b) Shall provide PC based software management system
capable of monitoring and configuring all system components. (Windows
NT, 95, or 98) c) Software and system components shall allow in-band
management and configuration of all devices via the ATM video transport
interface. 5.2 Video Transport Interface a) ATM 0C-3c (155 Mbps) that
supports multimode and singlemode interface. b) Support configuration
of ATM PVC's; allow administrator to manually configure connections. c)
Encapsulation of video using AAL-1 or AAL-5 per ITU-T J.82 and ATM
Forum VoD. d) Signaling per ATM Forum UNI 3.1 (SVC support) e) DVB/ASI
compliant input/outputs on encoders and decoders. The provisions and
clauses in the RFQ are those in effect through FAC 97-_13. All
qualified responsible business sources may submit a quotation which
shall be considered by the agency. Delivery shall be FOB Destination.
The DPAS rating for this procurement is DO-C9. Quotations for the
items(s) described above are due by 4:30 PM ON AUGUST 31, 1999 and may
be faxed to LYNN RAFFORD, 4O7 867-1166, and include, solicitation
number, FOB destination to this Center, proposed delivery schedule,
discount/payment terms, warranty duration (if applicable), taxpayer
identification number (TIN), identification of any special commercial
terms, and be signed by an authorized company representative. Quoters
are encouraged to use the Standard Form 1449,
Solicitation/Contract/Order for Commercial Items form found at URL:
http://procure.arc.nasa.gov/Acq/Forms/Index.html to submit a quotation.
Quoters shall provide the information required by FAR 52.212-1. If the
end product(s) quoted is other than domestic end product(s) as defined
in the clause entitled "Buy American Act -- Supplies," the quoter shall
so state and shall list the country of origin. The Representations and
Certifications required by FAR 52.2l2-3 may be obtained via the

52.212-4 is applicable. FAR 52.212-5 is applicable. Questions
regarding this acquisition must be submitted in writing no later than
8/27/99. Selection and award will be made to the lowest priced,
technically acceptable quoter. Technical acceptability will be
determined by information submitted by the quoter providing a
description in sufficient detail to show that the product quoted meets
the Government's requirement. Quoters must provide copies of the
provision at 52.212-3, Offeror Representation and Certifications --
Commercial Items with their quote. See above for where to obtain copies
of the form via the Internet. An ombudsman has been appointed -- See
