commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will not be issued. The
Solicitation Number is M00681-99-T-0440 and is issued as a Request for
Quotation (RFQ). This solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 97-12. This is an unrestricted procurement. The Standard
Industrial Code is 3357 the business size standard is NTE 1,000
employees. The agency need is for a firm fixed price contract. Line
Item 0001 quantity 6,000 feet. Fiber optic cable-48 strand, single
mode, direct burial, heavy duty. Line Item 0002 quantity 33,000 feet.

Line Item 0003 quantity 18,000 feet. Gel-Filled cable-400 pair
Sealpic-FSF, Conductor: solid annealed bare copper, sizes 24 AWG
(0.5MM). Insulation: inner layer of foamed natural polyolefin covered
by outer layer of solid color polyolefin, color-coded in accordance
with standard telephone industry code. Twisted pairs: individual
conductors twisted into pairs with varying lays to minimize crosstalk
and with specified color combinations to provide pair identification.
Cable assembly: cables having 25 pairs and less are assembled in units
each individually identified by color-coded unit binders. The
interstices between the pairs are filled with an 80 degree calivin
filling compound. Core covering: non-hygroscopic dielectric tape.
Shield: seal pic-fsf-electrically continuous 0.008 in (0.2mm) thick
polymer coated, corrugated aluminum tape applied longitudinally with
overlapped edges and flooded with a flooding compound. Jacket: black
polyethylene. Identification and length marking, manufacturer's
identification, pair count, conductor size, year of manufacture and
telephone handset are surface marked on the jacket at 2 ft (61omm)
intervals. Sequentially numbered length markings are located at
alternate 2ft intervals. Line Item 0004 quantity 23,500 feet. Gel-field
cable-400 pair sealpic-fsf, conductor; solid annealed bare coppers,
sizes 24AWG (0.5mm). See Item 0003 for specifications. Line Item 0005,
quantity 12 each. Double door pedestals-green, upc1248 with lift off
covers. Line Item 0006 quantity 12 each. Double door pedestals-green
upc1248 with lift-off covers. Line Item 0007 quantity 3 each. Load
coils-for 400 pair outdoor cable coils. Line Item 0008 quantity 5 each

provide descriptive literature for items quoted. The provision at FAR
52.212-1 Instructions to Offerors -- Commercial Items (Aug 1998)
applies to this acquisition. Offerors are required to complete and
include a copy of the provisions FAR 52.212-3 Offer Representation and
Certification -- Commercial Items (Feb 1999) with their proposals. The
FAR clause 52.212-4 Contract Terms and Conditions Commercial Items (May

Clause and DFAR 252.204-7004 Required Central Contractor Registration
(Mar 98). Any Contract awarded, as a result of this solicitation will
be an order certified for National Defense use under the Defense
Priorities and Allocations System. The Government intends to make a
single award to the responsible offeror whose offer is the most
advantageous to the Government. Provision 52.212-2,
Evaluation-Commercial Items, applies with paragraph (a) completed as
follows, The following factors shall be used to evaluate offers.
