The agency has determined it is likely that substantial cost to the Government ( that are not expected to be recovered through competition) would be incurred and unacceptable delays would ensure in fulfilling the agency's requirements if a competitive solicitation was issued. The applicable authority for this intent is 41 U.S.C. 253(c)(1) as implemented by FAR 6.302.1. This is not a competitive request for proposal (RFP).
