A -- DEVELOPMENT OF A COMPOSITION DATABASE FOR SLECTED MULTICOMPONENT OILS. SOL UKC034 DUE 090899 POC Pamela E. Smith 919-541-0635, Purchasing Agent THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is UKC034 and the solicitation is being issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-13. The Environmental Protection Agency (EPA) anticipates that the contract will be awarded as a result of full and open competition. A firm-fixed-price purchase order is anticipated to result from the award of this solicitation. The associated Standard Industrial Code (SIC) is 8731. This procurement requires the contractor to provide Development of a Composition Database for Selected Multicomponent Oils. U.S. EPA is developing models for application to environmental problems associated with accidental spills and releases of petroleum hydrocarbons and other multicomponent oils (collectively denoted "oils" hereafter). Properties of the oils may be dependent upon the oil phase composition and as such may change during weathering. It is recognized that much effort must be expended to generate the data requested below and it is expected that, if possible, the majority of the data will come from prior analyses. It is also recognized complete characterization of petroleum oils is not possible. Therefore it is expected that the characterizations supplied will be as complete as practicable, but some chemicals will not be identified and/or quantified. The selection criteria (see below) emphasize providing the highest amount of characterization. In general the intent is to provide as detailed a characterization as possible and to identify the chemicals or groups of chemicals that have a determining effect on the behavior of the oil phase. Of particular interest are surfactants, compounds with surfactant-like properties, and emulsifying agents. The required databases shall be provided as a single Microsoft Access database file, unless prior agreement of EPA is obtained. The U.S. EPA shall have the royalty-free right to use, distribute, combine with software products, add-to or modify the databases. Notice: Because of anticipated budget limitations, please provide a quotation that includes Tasks 1 and 4 in a base bid. Tasks 2,3,and 5 should then be listed as options. The quotation shall include sufficient information to judge the quality and completeness of the proposed work. Scope of Work: Task 1.) Provide a database of chemical constituents of crude oils that fall into the EPA characterization scheme of Class A: Light Volatile Oils, Class B: Non-Sticky Oils, Class C: Heavy Sticky Oils, Class D: Nonfluid Oils, (for further information see www.epa.gov/oilspill/crude.htm) . Three examples shall be provided for each class A-D. The composition information shall include the Geographical name of the crude, sample date, production method, laboratory performing analysis, methods of analysis, accuracy of determinations, fraction of total identified, generalized composition (fraction aromatic, alkane, branched alkane, asphaltines,etc. There is a special need to identify surfactants and emulsifying agents. ), density ( at specified temperature(s), if available) and viscosity (at specified temperature(s) if available). For each individual chemical: name, CAS#, weight percent, accuracy, detection limit. Task 2.) Provide a database of chemical constituents of gasolines that include, MTBE Gasoline supplied for the OXYFUEL program, MTBE Gasoline supplied for the RFG program, Gasoline with MTBE as octane enhancer (only), Historical leaded gasoline Examples shall be provided for each type. The examples shall cover the range of typical octane ratings (e.g., 87, 89, 92); winter and summer gasolines; and high altitude (i.e., Denver) vs low altitude. The composition information shall include the name of the gasoline, sample date, laboratory performing analysis, methods of analysis, accuracy of determinations, fraction of total identified, generalized composition (fraction aromatic, alkane, branched alkane, asphaltines,etc. There is a special need to identify surfactants and emulsifying agents. ), density ( at specified temperature(s), if available) and viscosity (at specified temperature(s) if available). For each individual chemical: name, CAS#, weight percent, accuracy, detection limit. Where possible information on gasoline additives shall be included. Task 3.) Provide a database of chemical constituents of the following fuels that include, Kerosene, No. 2 Fuel Oil, No. 4 Fuel Oil, No. 5 Fuel Oil, No. 6 Fuel Oil, Lubricating Oil, Three examples shall be provided for each type. The composition information shall include the name of the fuel, sample date, laboratory performing analysis, methods of analysis, accuracy of determinations, fraction of total identified, generalized composition (fraction aromatic, alkane, branched alkane, asphaltines,etc. There is a special need to identify surfactants and emulsifying agents. ), density ( at specified temperature(s), if available) and viscosity (at specified temperature(s) if available. For each individual chemical: name, CAS#, weight percent, accuracy, detection limit. Task 4.) Provide a written report describing the sources of the data, the degree of representativeness of the samples, characteristics that make the samples unique and the generalized information on the oils requested in tasks 1 to 3. Task 5.) Provide a database of the compositions of all oils characterized in Tasks 1 to 3, with constituents grouped according to the equivalent carbon number scheme proposed by Gustafson et al., 1997, Selection of Representative TPH Fractions Based on Fate and Transport Considerations, Amherst Scientific Publishers, Amherst, MA. The database shall provide the means to characterize the oils in terms of equivalent carbon number fractions, rather than individual chemical constituents. Add to the task 4 report describing this database. Selection Criteria: 1). Documented prior experience in developing oil phase compositional data sets. 2). Proposed sources of raw data. 3). Proposed numbers of compounds characterized per oil sample and fraction of total oil composition to be determined. Quotations will be evaluated using the following technical capabilities criteria: 1). Experience with similar upgrade projects; 2.) Past performance -- provide 3 references. Award will be made to the lowest priced offer meeting all of the technical requirements. The following FAR provisions apply to this solicitation: 52.212-1, Evaluation-Instructions to Offerors-Commercial; 52.212-2, Evaluation-Commercial Item. Evaluation criteria to be included in paragraph (a) of provision 52.212-2 are as follows: (I) technical capability to meet the Government requirements; (ii) past performance; (iii) price, in decreasing order of importance. Technical and past performance, when combined, are significantly more important than price. All offerors are to include with their offers a completed copy of provision 52.212-3, Offeror Representations and Certifications-Commercial Items.
