the National Institutes of Health (NIH), National Bioethics Advisory
Commission (NBAC), to procure professional services on a sole source
basis with Johns Hopkins University, 624 N. Broadway, Hampton House
511, Baltimore, MD 21205-1996, to conduct analyses, develop reports,
and recommendations for deliberation and use by the NBAC. The
contractor shall complete focus group studies and perform quantitative
and qualitative analysis of the following focus groups: (1) specific
(United States) components of this project are: conduct 5 focus groups;
develop progress report; receive OMB clearance; mail out surveys;
conduct two additional focus groups; second survey mailing; enter data
into database; conduct in depth interviews; close data collection;
develop and provide focus group report. (2) specific (International)
components of this project are: conduct one focus group; develop
progress report; receive OMB clearance; mail out surveys; second survey
mailing; enter data into database; conduct in depth interviews; and
close data collection. Johns Hopkins University employs researchers,
administrative personnel, experts and consultants with a concentration
in National and International bioethical issues, and quantitative and
qualitative analyses. They have conducted extensive research in
bioethics, most of which has a direct bearing on this particular
project. Johns Hopkins University and its staff's combined expertise in
both qualitative and quantitative analysis is rare and is essential for
this project that joins the validity and reliability of information
gathered by a survey with the richness and depth of qualitative
exploration and probing. Johns Hopkins University has a unique mix of
experience, training and professional staff, as well as their
willingness and ability to accommodate a quick turnaround in the review
and approval process of the focus groups and survey that makes it the
only source that can complete the requirements within the time
constraints. This notice of intent is not a Request for Quotations
(RFQ) nor is an RFQ available, however, all responsible and responsive
sources may submit a proposal which will be considered by the NIH,
NBAC. Sources interested in responding to this notice must be able to
provide professional service as specified and listed above. Responses
should sufficiently demonstrate the organization's ability to meet the
government's requirements. Responses are required within fifteen (15)
calendar days from the publication date of this notice. NLM synopsis
