A-E services, which may consist of preparation of preliminary designs,
studies, complete construction drawings with specifications and cost
estimates, and optional Title II services during construction for
surveillance, shop drawing review and approval, and preparation of
as-builts. Projects will require some or all engineering disciplines
along with the necessary architectural support to be incorporated as
needed. It is desirable that all expertise be available in-house to
facilitate speedy product delivery and for fluid
communication/coordination. Consideration will be given to firms
responding to this advertisement who are located within a 150 mile
radius of NASA-DFRC. A/E firms submitting their qualifications will be
evaluated using the following selection criteria: 1) A minimum
staffing of six (6) is required in the prime firm, consisting of one
(1) or more professionals licensed to practice in California in each of
the following disciplines: architecture, electrical engineering, civil
engineering, mechanical engineering, structural engineering; 2)
Experience in the preparation of small building (8,500 SF and under)
construction documents; 3) Experience in facilities electrical power
distribution, security and fire alarm systems; 4) Experience in large
building renovation projects (10,000 to 20,000 SF); 5) Auto-CADD
capabilities, version 14.0 or higher; 6) Experience in water, steam,
compressed air, and sewer distribution system for facilities; 7)
Professional qualifications of consultants; 8) Capability and past
performance; 9) General stability of the firm (years in business), and
capability of the firm to sustain loss of key personnel without
adverse effect on current work; 10) Ability to work within cost
limitations; and 11) References. The selected A-E may be awarded
subsequent services over a period of five (5) years subject to project
needs of NASA-DFRC, the A-E's workload, and the quality of A-E's
performance on previous work. There is a $5,000 guaranteed contract
minimum. The first project to be awarded is expected to be for safety
modifications to Electrical Substations #1 and #16. This will consist
of replacement of oil-filled transformers and associated circuit
breakers and switches, installation of a fire suppression system and
replacement of old power cable along with other related modifications.
Firms that have the qualifications to perform the services described
above are invited to submit a completed SF 255, Architect-Engineer and
Related Services Questionnaire for Specific Projects, and a completed
SF 254, Architect-Engineer and Related Services Questionnaire to the
office shown above. These must be received no later than 3:00 PM,
September 30, 1999. The selection will be made by using the submitted
SF 255 and the SF 254. Interested firms with more than one office must
indicate on their SF 255, the staffing composition of the office in
which the work will be performed. The contract contains a requirement
for firms to provide evidence of current insurance of $200,000 of
errors and omissions per claim. Participation of Minority-Owned
Businesses is encouraged. It is prohibited to pay any fee, commission,
percentage, or brokerage fee to any person or firm contingent upon or
resulting from award of a contract for this project. No other general
notification for this project will be made. Submission of SF 254 and
SF 255 by USPS mail (Express Mail, Priority Mail, or First Class) is
encouraged. Submissions will not be retained or returned. This is not
