This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Solicitation number is DADA10-99-Q-0457 and is issued as a Request For Quotation (RFQ). This solicitation documents and incorporates provisions and clauses in effect through Federal Acquisition Circular 90-46. This is a sole-source procurement under the authority of FAR 6.302. Standard Industrial Classification (SIC) is 7379 and Small Business size standard is $18M. The U.S. Army Medical Command (MEDCOM), Medical Supplies and Services Contracting Branch, intends to issue a sole source purchase order to Micromedex, Inc. 1446-A Miamisburg-Centerville Road, Dayton, Ohio 45439-3827 for software update services for the Computerized Clinical Information System (CCIS) in use at the Brooke Army Medical Center (BAMC), Fort Sam Houston, Texas. The software updates shall consist of (1) After Care Combo; (2) USP DI Volume I; (3) Drugdex; (4) Emergindex; (5) Martindale; (6) MSDS; (7 ) POISINDEX; (8) REPRORISK; and (9) TOMES. This software provides BAMC access to proprietary textual databases which are comprehensive writings in the respective subject areas and are republished in the entirety on a quarterly basis. The government does not know of any other company on the market that will independently provide the software update services for the Computerized Clinical Information System. Note 22 applies. The anticipated closing date is within 15 days after RFQ publish date in the Commerce Business Daily (CBD) in accordance with FAR Part 5.203(a)(1). This notice of intent is not a request for competitive quotes. However, all quotes received by the quote due date will be considered by the Government. All responsible sources shall provide substantial literature with their quote which shall be considered to identify their technical capability to include manufacturer's specifications, catalogs, and descriptive literature containing sufficient technical information which establishes bonafide technical capability to fulfill the stated requirement. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the award based upon responses to this notice is solely within the discretion of the Government.
