The Bureau of Land Management intends to negotiate on a sole source basis with Motorola Inc., U.S. Federal Government Markets Division. The Government has a requirement for installation, programing and removal services for narrowband radios purchased under Contract Number N660C981008, previously awarded to Motorola. The services to be provided are installation programming and optimization of digital narrowband radio equipment with Motorola proprietary software, cables and smart radio interface boxes. The services are to be provided through Motorola and their certified service shops. The equipment being installed and optimized is new and under warranty. The Motorola warranty will be voided if the equipment is programmed and installed by installers other than certified equipment owners, or a Motorola certified service shop. The contract includes a standard commercial one year warranty and a special three year software warranty/maintenance agreement. The only service shops that have trained personal, proper software, interface cables, and test equipment are Motorola certified service shops. The services will be incorporated in the referenced contract by modification. The contract modification will allow service to be provided by Motorola certified service shops. Motorola is uniquely qualified to perform the required services because the use of proprietary software and hardware is required to perform the services. Award to another contractor would result in substantial additional cost to the Government due to the loss of warranty coverage and software upgrades. See Number Note 22/ Posted 08/25/99 (W-SN372385).
