Information (RFI), for information or planning purposes, in accordance
with the FAR Clause 52.215-3. The draft Statement of Need (SON) will
cover Four (4) support areas : (I) Overhaul; (II) Repair; (III)
Sustainment; and (IV) Material Management function i.e. (Item Mgmt,
Production Mgmt, Equipment Specialist, Engineering, Contracting, and
Program Mgmt). The Total System Support entails the complete management
and refurbishment of the engine, all accessories at both depot and
intermediate levels for scheduled and unscheduled maintenance, and
logistical support required to sustain field level maintenance
(Retained Tasks) with Just-In-Time deliveries at five stateside bases.
(Laughlin, Sheppard, Randolph, Columbus, and Vance). Support will be
required for the remainder of the J69's proposed lifespan in the USAF
and for FMS until the T-37 aircraft is retired from service completely.
All interested, capable, and responsible offerors that wish to respond
to this RFI are encouraged to follow these procedures: (1) Request a
copy of the draft Statement of Need (SON) from the issuing office by
sending an e-mail using internet protocol to the Contracting Officer
at: Diana.Carreon@kelly.af.mil ; (2) provide a single spaced 20-page
White Paper to include an explanation of Technical Capability,
Facilities, Skill of Workforce, Availability of Workforce and Quality
Approach (e.g. ISO 9000) as a way of demonstrating your capability and
understanding of the proposed requirement; (3) identify any proposed
team participants; and (4) submit the completed document with SON
comments, related past performance background and joint
venture/subcontractor capabilities (three references of recent and
relevant background-capability/capacities), and a Rough Order of
Magnitude (ROM) of the estimated cost to support this effort. On the
basis of your response the Government will evaluate the respondents'
capability to perform this effort; the extent of potential competition;
the estimated budgetary cost of this proposed effort; and determine
whether changes should be made to the SON or the acquisition strategy.
An Early Industry Day (EID) will be held in San Antonio, Texas at
Kelly AFB, Building 171, LPK Conf Rm 210, 485 Quentin Roosevelt Road
and will start at 0800, Wednesday, 08 September 1999. The purpose of
this meeting is to establish contact with industry representatives to
discuss issues, answer questions/e- mails and refine the J69 Total
System Support for acquisition planning. Pre-registration is required
for admittance to the meeting. To register and request directions,

Questions/e-mails submitted to our office prior to the Industry Meeting
will be made public unless otherwise specified and incorporated into
the meeting. Accommodations are the responsibility of each Contractor.
Due to limited seating, participation will be limited to two (2)
representatives per organization. Recommend one technical and/or
business representative. Should the number of interested participants
exceed the capacity of the room and to ensure an effective interchange
the Government reserves the right to restrict the number of industry
participants. Minutes will be prepared and provided. The Government
reminds industry that this J69 Total System Support Program initiative
is solely a "market research" initiative at this time to determine an
acquisition approach for this program. Nothing said or implied during
the RFI process or the EID meeting in general shall be construed to
commit the Government to any further action or particular course of
action on this initiative. Furthermore, nothing said or implied during
this process shall in any way obligate the Government to contract with
or otherwise enter into any agreement with any particular industry
participant or participants. Any actions taken by an industry
participant, or any resources expended by an industry participant as a
result of these discussions during theRFI or the EID process, are
solely at the risk and expense of the participant. The Government shall
not be liable of those actions or expenses. No award can be made from
your response(s), and the responses will be handled as
business/technical proprietary data. Contractors are requested to
provide their data packages in hard copy (minimum of five (5) copies).

electronic format. Government personnel will review contractor
responses. This RFI and EID is being conducted in accordance with
Public Law 103-355. The information being solicited is expressed as a
statement of need (SON) for a commercial item/services, as outlined in
FAR 12.202. The specifications describing the required commercial
services will be set forth through the process described in FARsubpart
11.2. The Government may use streamlined procedures, IAW FAR 12.603.
