Centers for Disease Control and Prevention/Agency for Toxic Substances
and Disease Registry (ATSDR) intends to enter into negotiation for a
sole source purchase order under Simplified Acquisition Procedures with
Florida Agricultural and Mechanical University(FAMU) an Historically
Black College and University(HBCU) to develop a community-based
toxicology curriculum for meeting identified needs. I. PURPOSE
Involvement of community leaders in the development of the curriculum
will help to produce greater community commitment and help the lay
community understand basic toxicology principles. Results from this
effort will be utilized to evaluate the feasibility of increasing
community involvement in ATSDR's programs and program development. The
following sites have been identified for the development of the
curriculum: Woolfolk Site, Fort Valley, GA, And Savannah River Site,
Aiken, SC. Suggested curriculum modules may include the following:
classification of toxicants, toxicity, dose response, and
susceptibility, routes of exposure absorption and excretion of
toxicants, hypersensitivity reactions carcinogens and mutagens,
exposure assessment, risk assessment, environmental impacts, health
effects associated with identified toxicants II. BACKGROUND: ATSDR is
charged with preventing exposure and adverse human health effects and
diminished quality of life associated with exposure to hazardous
substances from waste sites, unplanned releases, and other sources of
pollution present in the environment. Our mandate includes the
requirement that we work with community agencies, including
universities and other organizations in the vicinity of sites to
communicate effectively with local populations. This agency has
determined that site-specific approaches which take into consideration
the uniqueness of each community result in more effective
communication and achievement of effective public health outcome. The
vendor shall provide the methodology, writer/editor services, and all
materials, supplies, travel, etc., necessary to collect community data
for the 2 sites identified. This shall include identification of
community knowledge of toxicology, and development of a community-based
curriculum for addressing the knowledge "gap" of the community.
Original documents shall be produced that include a final needs
assessment, progress reports, draft curriculum, and final curriculum.
III. TASKS The vendor shall develop a protocol which outlines community
knowledge "gaps" by analyzing a needs assessment related to identified
sites, community resources, and key characteristics of the
communities. This will be accomplished through review of existing
materials furnished by ATSDR, ATSDR community assistance panels or
focus groups, interviews with leaders of the communities, GIS mapping
of sites, along with any sources related to identifying the educational
levels of the communities. The vendor will notify the Division of
Toxicology prior to visiting community sites. A. Establish contact with
the ATSDR project officers, and points-of-contact for the assigned
sites. The Project Officers will brief the vendor orally on current and
past ATSDR risk communication activities conducted in the site
communities. B. Meet with ATSDR project officers, as requested, to
discuss project status. C. Based on information obtained, develop a
draft curriculum. D. Schedule and facilitate meetings between community
representatives and ATSDR project officers for the purpose of obtaining
input in the development of the curriculum. E. The vendor will collect
additional information about community resources, site history, or
other pertinent information which may not have been identified in the
earlier process. The information gathered is for the purpose of
facilitating future F. Develop and submit a progress report which
reviews a needs assessment, identifies gaps in knowledge of toxicology,
and presents an action plan for the development of both a draft and
final community-based curriculum. H. Prepare final report and
curriculum IV. GOVERNMENT PROVIDED MATERIALSThe following
documents/materials and resources will be made available to vendor
seven days after the award of the purchase order: A. "Community
Educational Needs Assessment at Hazardous Waste Sites: A User's Tool"
developed for ATSDR by the National Association of County and City
Health Officials. B. Pertinent publicly available ATSDR documents and
information to include: Toxicological Profiles, Fact Sheets, Case
Studies in Environmental Medicine, and risk communication publications.
V. PERIOD OF PERFORMANCE: Date of award for a period of 12 months. VI.
DELIVERABLE Due Date: 1. Analysis of Needs Assessment -- 2 months
after Report on all sites after receipt of order(ARO) 2. Progress
Report -- 3 months ARO, 3. Initial draft of curriculum -- 7 months ARO.
4. Submit final curriculum -- 12 months ARO VII. REQUIRED SKILLS,
KNOWLEDGE, AND BACKGROUND: A. Experience working with lay communities
B. Experience in curriculum development C. Ability to communicate in
writing. The standard industrial classification code (SIC) is 8099.
Small business size standard: Average annual receipts for each of the
three preceding fiscal years do not exceed $5M. Interested parties
should submit a work and financial plan on or before September 10, 1999
in sufficient detail to enable the Government to make a best value
determination of technical capability, understanding of the project,
and financial reasonableness. The anticipated date of award of this
procurement is September 14, 1999. This is a simplified acquisition
