commercial items prepared in accordance with the format in Subpart
12.6, STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR
COMMERCIAL ITEMS as supplemented with additional information included
in this notice. This announcement constitutes the only solicitation;
proposals are being requested and A WRITTEN SOLICITATION WILL NOT BE
ISSUED. This solicitation is a BEST VALUE procurement and is issued as
Request for Proposal # RP842099101. The Federal Acquisition Regulation
(FAR) clauses and provisions enclosed within are those in effect
through Federal Acquisition Circular (FAC) 99-11. The Government
intends to issue a single, firm fixed price contract to the responsible
offeror whose total offer for all Line Items is the best evaluated
value for the Government, price and other factors considered. The
Government intends to AWARD WITHOUT DISCUSSIONS, but reserves the right
to negotiate should the Contracting Officer determine it necessary. FAR
clauses andprovisions are available to be viewed and printed through
Internet access at http://www.arnet.gov/far. The standard industrial
classification code is 4212 and the small business size standard is
$6.0 million. This solicitation is without restriction and is offered
as full and open competition. The National Park Service encourages the
participation of small, small disadvantanged and women owned business
enterprises. The following is a description of the requirements for
this acquisition: GENERAL: The Contractor shall provide the necessary
personnel, facilities, services, material and equipment including
containers and transportation to furnish commercial type garbage and
debris collection at Great Basin National Park (GRBA), NV and to
dispose of such at an approved site. This requirement of solid waste
collection an disposal service covers the BASE period of October 1,
1999 through September 30, 2000, with OPTIONS to extend the service for
the periods of October 1, 2000 through September 30, 2001; October
1,2001 through September 30, 2002; and October 1, 2002 through
September 30, 2003. DESCRIPTION: (a) Garbage Collection will consist of
emptying and disposing of garbage and debris in and adjacent to all the
provided containers within GRBA. Such debris shall include all
household garbage, refuse, trash, and unneeded or worn out items
generated by the administration and operations of the park. (b) Garbage
Containers provided by the Contractor for use in this contract must
comply with the following standards: (b-1) constructed of metal and
painted a forest green color; (b-2) water tight; (b-3) equipped with
wind-resistant covers that an average adult can lift without strain;
(b-4) minimum capacity of 2 cubic yards; and (b-5) cleaned and
disinfected at the start of the contract. (c) Garbage containers shall
be placed in locations designated by the Contracting Officer or
designated representative (see Offer/Bid Schedule). (d) Contractor
shall service each container at each service area in accordance with
the appropriate pick up schedule in effect (see Offer/Bid Schedule).
The Contractor shall be responsible for the pick up of all trash
spilled or lost during collection. (e) Contractor shall maintain all
containers in a manner which will reflect high credit upon the National
Park Service (NPS) and upon the Contractor. Containers shall washed,
disinfected, and repainted the forest green color annually, or at the
direction of the COR. Any holes or other defacements shall be
immediately repaired in compliance with all applicable sanitation codes
and repainted to prevent further damage. Cover handles and hinges shall
be repaired promptly, as needed. The NPS shall not be responsible for
damage or loss to the Contractor's containers, including but not
limited to acts of vandalism or malicious mischief. (f) The selection
of the dump site is the responsibility of the Contractor. Garbage shall
be disposed of outside of the park boundaries in accordance with all
applicable Federal, State and Local regulations. (g) All dumping fees
shall be paid by the Contractor and are not reimbursable. WORK
SCHEDULE: The normal collection schedule will be each Friday and each
Monday, from mid-April through September, and twice monthly on Fridays
only, for the remainder of the year (see Offer/Bid Schedule). If a
legal holiday occurs on a Friday or a Monday, the required collection
will be made on the day following the holiday. Each service day is to
include the servicing of all garbage containers regardless of the
number of separate loads or trips the Contractor may have to make to
and from the disposal center. Any unusual change to the work schedule
or delays for any reason shall be reported within 24 hours to the COR.
The Contractor shall assure proper service of all sites, in accordance
with the terms of the contract. CONTRACTOR PERSONNEL: All Contractor
personnel who will perform the services for this contract shall meet
the following minimum qualifications and standards: (a) Must be
qualified through training and experience to operate the Contractor's
equipment; (b) must be licensed to operate said equipment; (c) must be
neat in appearance; (d) must accomplish the requirements of the
contract in orderly and business-like manner. At a required post award
conference, and prior to the initiation of this contract, the
Contractor shall designate in writing the scope and authority of a
person to act in behalf of the company in the absence of the
owner/manager. EQUIPEMENT REQUIREMENT: The contractor shall use
vehicles equipped with compactor-type units for collection and
transportation of refuse. These units shall be sealed to prevent loss
of waste materials while collecting and transporting garbage. All
vehicles for use in the performance of this contract shall be kept
clean, in good mechanical condition, painted to present a neat
appearance, meet the State of Nevada Safety and Emission Control
Standards, show evidence of semi-annual safety inspections and display
proper registration and license. All Contractor's vehicles shall be
equipped with approved backup alarms, which shall be maintained and in
proper operating condition at all times. In the event of mechanical
breakdown, the Contractor shall arrange for reserve equipment, meeting
all equipment requirements, and shall meet all terms and conditions of
the contract. Contractor vehicles shall be operated only on designated
roadways, driveways, or parking areas. POST AWARD CONFERENCE:
Following the award of the contract and prior to the commencement of
work, the COR and designated representatives, and the Contractor, shall
meet jointly to discuss the implementation of the contract: contract
terms, conditions, intent, and clarification of all questions and
concerns. A time and date for this meeting will be agreed upon by all
parties, usually within five (5) days following the Notice of Award.
