synopsis/solicitation for a commercial item prepared in accordance with
the format in Subpart 12.6 as supplemented with additional information
in this notice. This announcement constitutes the only solicitation.
This solicitation document and incorporated provisions and clauses are
those in effect through Federal Acquisition Circular 97-13. Offerors
must comply with all instructions contained in provision 52.212-1,
Instructions to Offerors-Commercial Items. The Department of Justice
intends to award multiple Blanket Purchase Agreements for a period of
five years. The Contractor shall provide after hours motor passenger
services for employees of the U.S. Attorney's Office, Southern District
of New York (USAO). This service will generally be limited to after
9:00 p.m. The Contractor shall be required to provide transportation
from One St. Andrew's Plaza and 100 Church Street in Manhattan to USAO
employees' homes in each of the five boroughs of New York City and to
Penn Station and Grand Central Stations in New York and Hoboken
Terminal in New Jersey. The Contractor shall be required to provide a
car no later than thirty (30) minutes after receipt of call from the
USAO. The Government will not pay any gratuity on any individual trip
or invoice. The rate, or rates, set forth shall cover all expenses,
including vehicle and all other equipment, salaries, fuel, maintenance,
overhead, general and administrative expenses, and profit. The
Contractor shall voucher only for actual after hours transporation
provided in the U.S. Attorney's Office. Contractor must have applicable
licenses and insurance. Award will be made based on price and other
factors. The following additional provisions and clauses apply:
