Regional Contracting Office The United States Marine Corps has a
requirement for a firm-fixed price contract to provide commerical
transportation, lodging and other travel related services in support of
DoD personnel performing official and leisure travel at various Marine
Corps installations in Okinawa, Japan. The Government's goal is to
obtain the most comprehensive travel service available, at the best
value. The contract period of performance is for a base year starting
1 October 99 plus eight six-month option periods thereafter. This is a
non-personal services contract with no guaranteed minimum purchases.
Actual requirements are subject to substantial variation in quantity
over time. The contractor shall provide all personnel, equipment,
tools, materials, supervision and other items or services necessary to
perform the management and operation of a commerical travel office as
defined in the performance work statement. The Government may provide
facilities and utilities for the performance of the work. The
contractor will effect leisure travel ticketing, in conjunctin with
official travel, if requested by the traveler. On those fares with
leisure travel, the contractor will be required to pay a concession fee
on the gross sale to the appropriate Marine Corps Community fund.
Leisure travel services, however; are not an exclusive right of the
contractor for offical travel. Official travel services are an
exclustive right of the contractor except for those instances in which
the contractor cannot provide the required service; lowest available
fare or when the Government directs the use of AMC or other sources.
The contractor will offer the individual traveler Advanced Purchase
Excursion Fares (APEX) or Consolidator Fares and Air Mobility Command
(AMC) travel arrangements through the use of the Air Mobility Commands
Global Air Transportation Execution System (GATES). The contractor
must have total and direct access to a major Computer Reservation
System (electronic ticketing and reservation system), must have an
acceptable, Automated Accounting System and must have an IATA number.
