The Bureau of Alcohol, Tobacco and Firearms (ATF) intends to negotiate a sole source under the authority of FAR Subpart 6.302-1 with Micromass, Inc., 100 Cummings Center, Beverly, MA 01945, for the following items @ 1 each: (1) Platform-ICP Mass Spectrometer, bench-top quadrupole design and be capable of performing automated, unattended multi-element analysis, The ICP torch and water-cooled spray chamber must be of a cassette design so that they can be dismounted together in one easy step for cleaning or replacement, Plasma torch positioning must be under complete computer control in all axis (X-Y-Z) of direction, Ion optics should use a hexapole RF lens and electrostatic lens that are off-axis design, the RF and electrostatic lenses must be under complete computer control, the RF lens must use helium and hydrogen, and must remain in a steady state for maximum performance and sensitivity and be able to remove polyatomic Ar+ species, the instrument must have a hexapole collision cell, transfer optics and a 3-gas channel gas introduction system, The ion detector must be a selectable gain conversion dynode-scintillator photomultiplier type, with a linear range or 8 orders of magnitude and not require high intensity ion beam protection, the vacum system employs three turo-molecular pumps backed by two rotary pumps, Mass flow controllers must be provided on all gas flows to the ICP and ion-focusing region, (2) CETAC AS-500 AutoSampler, (3) Neslab CFT-75 Water Chiller, (4) Neslab RTE-11D Water Chiller, (5) Data System with DEC 21" Monitor, (6) HP4000N Laserjet Printer with cable .
