combined synopsis/solicitation for commercial services prepared in
accordance with the format in FAR subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. This solicitation number
F49642-00-QV017 is issued as a request for quotes (RFQ) and will result
in an indefinite delivery type contract with fixed price CLINS for a
base period from date of award through 30 Sep 00, with 3 one year
option periods. Award will be made on an all or none basis.
Incorporated provisions and clauses are those in effect through Federal
Acquisition Circular (FAC) 97-12, dated 17 June 1999. This acquisition
is being acquired on a 100% Small Business Set-Aside basis, and is
open to eligible companies pursuant to FAR subpart 19.5. The SIC code
is 7359, and the Small Business size standard is $5,000,000.00.
Statement of Work (Attachment 1, 9 pages), and Schedule B(Attachment 2,
4 pages) are attachments to this notice. Contractors shall obtain all
attachments cited herein via fax (202-767-7897) from the Contract
Specialist named above. Requests should be made immediately;
confirmation of receipt of a legible fax is required. In order to be
considered responsive, offerors must certify in writing that their
proposal meets all requirements set forth in this solicitation,
attachments included. All offerors must be registered in Central
Contractor Registration (CCR) to be eligible for this award.
Registration can be accomplished by contacting CCR at 1-888-227-2423,
or on the Worldwide Web at www.ccr2000.com. The contractor shall
provide all personnel, equipment, tools, materials, supervision,
transportation and all other items and services necessary to perform
all operations in connection with the installation and rental of
washers and dryers on Bolling Air Force Base, D.C. as defined in the
Statement of Work except as specified in Section 3 as
Government-furnished property and services. The equipment to be rented
consists of 70 each washing machines, 57 each dryers, 48 each
washer/dryer stack combo units, 4 each gas-heated stackable dryer units
and 3 each electric-heated stackable dryer units. Washing Machines:
Washing machines shall be Speed Queen Commercial Homestyle Top-load
Washer Model LWS17, or approved equal meeting the following minimum
requirements: (1) 7 wash cycle option: a. Regular-extra clean. b.
Regular-normal. c. Regular-light. d. Permanent Press-normal. e.
Permanent Press-light. f. Delicate-normal. g. Delicate-light. (2) 3
water temperature settings: a. Hot/Cold. b. Warm/Cold. c. Cold/Cold.
(3) Features: a. Self-cleaning lint filter. b. Variable rotary water
levels. c. Wavy vane agitator. d. Extra Large 3.3 Cu. Ft. basket
volume. e. Stainless steel tub. f. Bleach dispenser. g. Liquid additive
dispenser. h. White in color. i. Self-adjusting rear leveling legs. (4)
Motor: 12 HP reversing motor, permanently lubricated with a built-in
automatic overload protector.(5) Electrical requirements: grounded
3-wire, 120V, 60 Hz AC, 15 amp circuit separately fused. (6) Non-coin
operated. Dryers: Dryers shall be Speed Queen Commercial Homestyle
Front-load Dryer Model LES37 or approved equal meeting the following
minimum requirements: (1) 7.1 cu. ft. cylinder volume. (2) 6 cycle
drying options: a. Regular/delicate -- more dry. b. Regular/delicate --
less dry. c. Permanent press -- more dry. d. Permanent press -- less
dry. e. Time option -- More dry. f. Time option -- less dry. (3)
Features: a. Powder paint cylinder coating. b. 180 degrees side swing
reversible door. c. Up-front secured lint filter. d. Adjustable signal.
e. White in color. f. Energy input 5350W. (4) 3 temperature control
settings: a. Delicate. b. No heat. c. Regular/permanent press. (5)
Motor: 1/3 HP, permanently lubricated with a built in automatic thermal
overload protector. (6) Electrical requirements: 3 wire system,
210/240V, 60 Hz AC, 30 amp circuit separately fused. (7) Non-coin
operated.Washer/Dryer Stack Combo Unit: Combo units shall be Whirlpool
Washer/Dryer Combo Model LTE6234DQ or approved equal meeting the
following minimum requirements: (1) White in color. (2) Non-coin
operated. (3) Washer Features: a. Top-loaded. b. Large, 2.5 cu. ft.
basket capacity. c. 6 automatic cycles. d. 2 wash/spin speed
combinations. e. 3 wash/rinse temperature combinations. f. 4 water
level selections. g. Self-cleaning lint filter. h. Gentle wash system.
(4) Dryer Features: a. Front-loaded. b. Large, 5.9 cu. ft drum
capacity. c. 6 drying cycles. d. 3 temperature settings. e. Automatic
drying option. f. Gentle heat system. g. Side swing door. Stack Dryers:
Stacked dryers shall be Speed Queen Commercial Stack Dryer Model SSG009
(gas) and Model SSE007 (electric) or approved equal meeting the
following minimum requirements: (1) 7.1 cu. ft. cylinder volume. (2) 4
dryer cycles: a. Normal. b. Permanent press. c. Delicate. d. No heat.
(3) Features: a. Galvanized steel cylinder interior. b. 180 degrees
side swing reversible door. c. Up-front lint filter. d. _In use_ light.
e. White in color. f. Energy input: electric 5350W; gas 25,000Btu. (4)
Motor: 1/3 HP, permanently lubricated with a built-in automatic
thermal overload protector. (5) Electrical requirements: a. Electric
dryer: 3 wire system, 120/240V, 60Hz AC, 30 amp circuit. b. Gas dryer:
2 wire plus grounded wire system, 120V, 60 Hz AC, 15 amp circuit. (6)
Non-coin operated or if coin-operated, programmed to $0 vend dollars
and operate without the use of coins. This listing is not all inclusive
of all items needed to perform this contract. The contractor shall
obtain all materials, parts and supplies necessary for the performance
of this contract. Delivery and acceptance of initial requirements
shall be within 15 days after contract award. Delivery and acceptance
of subsequent services will be specified on individual delivery orders.
FAR 52.212-1, Instructions to Offerors _ Commercial Items, is
incorporated by reference and applies to this acquisition. Offerors
shall include a completed copy of the provision at FAR 52.212-3,

Contract Terms and Conditions required to Implement Statutes
Applicable to Defense Acquisitions of Commercial Items. Basis for
Award: The Government will award a contract resulting from this
solicitation to the lowest priced, responsible offeror whose offer
conforms to the solicitation and is determined most advantageous to the
Government. Offerors shall provide proposals with price breakdowns in
accordance with Attachment 1 of this solicitation. The Government
reserves the right to award the contract without initiating
discussions. All offerors must be registered in Central Contractor
Registration (CCR) to be eligible for this award. Registration can be
accomplished by contacting CCR at 1-888-227-2423, or on the Worldwide
Web at www.ccr2000.com. Responses to this solicitation are due by 4:00
p.m. EST on 15 September 1999. Offerors shall submit their Price
