Based upon the market response to Sources Sought CBD Announcement, dated 060499, for BAA No. DAAE30-99-BAA-01, subject "Army Warheads and Energetics Technology Center", the US Army, TACOM-ARDEC and ARL Warheads and Energetics Technology Center (WETC) contemplates awarding a sole source Research Other Transaction (OT) to a forming Industry/Academia consortium. Initial period of performance for this OT will be five years. Under this OT, the consortium will provide support in the development of a research plan that reflects the near and long term warheads and energetics goals and objectives of the US Army. This consortium is expected to perform the projects and programs on a cooperative and cost sharing basis that meets the goals and objectives of the plan. Once a year, research teams comprised of members of the consortium will submit white papers for competitive selection and cost sharing of projects that addresses the referenced goals and objectives. Organizations interested in joining this forming consortium should send an e-mail to William Ervin at ervinw@battelle.org requesting a consortium membership application. Copy furnish the e-mail request to the Grants Officer, Catherine E. John-Angle, at cjohnang@pica.army.mil. Submission of the consortium membership applications are due by 1 Oct 99 to William Ervin. For organizations that do not submit their application by 1 Oct 99 there will be a waiting period before membership is reopened. The Grants Officer will be releasing the WETC FY00 Request for White Papers and the Army's current Road Maps and STOs on 15 Sep 99 to consortium members and pending members. A STO briefing to the forming consortium members will be held on 7 Oct 99. The consortium members' White Papers will be due back to the Grants Officer by 15 Oct 99. The government contemplates that the sole source Research Other Transaction will be signed with the formed consortium on 15 Nov 99 and the consortium members' White Paper projects will be selected and funded on 14 Jan 99.
