The Fleet and Industrial Supply Center (FISC) Norfolk Detachment
Philadelphia intends to competitively procure Medical Transcription
Services to be performed in support of various domestic DoD Military
Treatment Facilities (MTFs). This solicitation is anticipated to result
in multiple-award indefinite delivery/indefinite quantity (IDIQ)
contracts. Specific requirements will be awarded via task orders which
will normally be competed among the selected contractors. Specific
locations of work may include Naval Hospital, Great Lakes, IL; Naval
Hospital, Cherry Point, NC; and Naval Hospital, Pensacola, FL. The
requirement will include an estimated maximum quantity of roughly
700,000 lines of transcription annually to cover the anticipated
locations mentioned above, along with additional quantities for
unforeseen requirements. The selected contractor(s) shall provide
medical transcription services from dictation (e.g., hand written
notes, typed drafts, or voice recordings) to cover a wide range of
medical specialties. The contractor(s) shall transcribe directly into
an automated information system and return the finished product to the
Government treatment facility as prescribed by the facility protocol
if set forth in a site-specific task order. The contractor shall use
compatible software that enables the contractor to transcribe directly
into the Composite Health Care System (CHCS) electronically from the
Contractor's facility if required by a site-specific task order. The
contractor(s) shall be capable of providing transcription services from
its own facility and also be capable of providing services onsite
within the Government treatment facility. The site-specific task orders
will specify which is required. The contractor(s) shall provide
comprehensive procedures, training programs, and effective quality
control programs for the work to be performed. Services are anticipated
to be provided during a basic period of 1 June 2000 to 30 September
2000. The solicitation will contain one-year options for up to 48months
thereafter. A firm fixed price contract will result from the
solicitation. Technical risk proposals and price proposals will be
required. All responsible sources may request a copy of the
solicitation and may submit a proposal which will be considered by the
