FEDERAL CAMPAIGN. SOL RFP-31-99-HHS-OS DUE 090799 POC Point of

combined synopsis solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested in
response to the following statement of work and a written solicitation
will not be issued. This is a request for proposal, RFP-31-99-HHS-OS.
This solicitation document and its incorporated provisions are those
in effect through Federal Acquisition Circular #97-11. The period of
performance shall be from the effective date of contract award through
March 31, 2000. All work is to be performed in Washington, D.C. No
relocation or daily travel expenses will be provided. This acquisition
is 100% set aside for small businesses under Standard Industrial
Classification 8742. Award of a Firm Fixed Price type contract is
anticipated. Primary consideration will be given to firms or
individuals who can perform all tasks, but offers from individuals or
firms who have specific expertise and are proposing on only one or more
tasks will also be considered. The government reserves the right to
make more than one award. Description: Expert consultant services are
needed for conducting the 1999 Combined Federal Campaign (CFC) for the
Department of Health and Human Services (HHS). HHS is a diverse
government organization that has a history of meeting 110% of the goals
set for the CFC campaign. To further familiarize yourself with HHS, you

of Work: To assist you in preparing a proposal, the following tasks
are considered those generally conducted to facilitate a traditional
campaign. These tasks are to be used as a guide and offerors are not
limited to these tasks and are invited to add to or subtract from these
in presenting their proposal. A contractor, under the supervision of
the General Campaign Manager, would normally be expected to: Task 1 --
Work with all HHS Operating Division (OPDIV) coordinators to establish
the organization responsible for the campaign within each OPDIV and
establish contact persons. Task 2 -- Facilitate selection of Team
Leaders. Contact OPDIVs to discuss traditional and institutional CFC
reporting requirements and assist with identifying and developing teams
within each OPDIV. Meet with OPDIV heads and team members to discuss
campaign goals, responsibilities, and duties. Task 3 -- Establish 1999
CFC Goals for HHS and individual OPDIVS and Staff Divisions
(STAFFDIVS). Contractor will be provided with the information from CFC
headquarters key officials for the 1999 Campaign. This will include
the latest guidance from the Office of Personnel Management, pertinent
logistical information required to conduct the HHS CFC, and receipt of
campaign logos and related materials. Based on this information from
the sessions and past performance and current employment strengths,
work with the General Campaign Manager and the CFC Executive Team to
develop Departmental and OPDIV goals. Develop strategic models for
reaching CFC goals within OPDIVs and obtain concurrences. Task 4 --
Facilitate selection and training of keyworkers. Work with
OPDIV/STAFFDIV coordinators and other team members to establish
keyworkers representing every element of HHS. Facilitate the scheduling
and location of keyworker training. Work with Executive Team to carry
out this training. Task 5 -- Facilitate Campaign Kickoffs. Work with
HHS Executive Team and OPDIV Coordinators to plan and implement
campaign kickoff events at four HHS locations: Hubert H. Humphrey
Building in Washington, D.C.; Parklawn Building in Rockville, MD;
National Institutes of Health in Bethesda, MD; and the National Center
for Health Statistics in Hyattsville, MD. Task 6- Facilitate
Distribution of CFC Materials. Work with OPDIV/STAFFDIV coordinators to
develop a distribution plan/network to assure the
availability/accessibility of adequate supplies of CFC materials to all
coordinators and keyworkers throughout the campaign. Contractor shall
be responsible for assuring that CFC materials are provided to these
individuals as needed. Task 7 -- Execution of Campaign. Furnish
ongoing, expert guidance to the General Campaign Manager, Executive
Team, OPDIV/STAFFDIV Coordinators and keyworkers from the initial
planning/training phase until the completion of the campaign. Such
guidance shall include, but not be limited to, completion of pledge
cards, reporting formats, options for contributions, questions
regarding the CFC function, and other questions or problems concerning
the campaign. Task 8 -- Facilitate Secretary's Commitment Rally. Task
9 -- Consolidate Data and Prepare Financial Summary Reports. In
accordance with CFC established deadlines, prepare weekly analysis of
contributions from all HHS reporting points for prior week, and prepare
brief written analysis of the HHS summary data, identifying areas where
additional assistance is needed along with campaign performance.
Prepare other reports as may be required by HHS for data concerning the
campaign. . Task 10- Close out ceremonies. Plan and coordinate awards
ceremonies. Work with appropriate staff to organize a victory
celebration. Prepare certificates of appreciation for all HHS
keyworkers. Work with Executive Team and HHS officials to plan and
coordinate the Awards Ceremony to be attended by the Secretary and all
OPDIV/STAFFDIV Heads in the Great Hall of the Humphrey Building.
Facilitate appropriate entertainment, guest speakers and preparation of
award program material, (i.e., scripts for program participants). Task
11 -- Campaign Closeout. Prepare final report of total contributions
and a comparative analysis with goals for each reporting point in HHS.
Prepare any additional reports for HHS as may be required by CFC
headquarters for closeout. Task 12 -- Plan victory celebration ceremony
and HHS awards ceremony. Distribute photographs taken at awards
ceremony. Prepare a file with all material pertinent to the campaign,
including contact persons for various activities, copies of
correspondence, reports, and any other information that may be useful
to HHS in the planning and conduct of the CFC in the following year.
All reports and files shall be completed by the end of the contract
period. Using our tasks as a model, please propose a delivery schedule
commensurate with your technical proposal. The following schedule is
a sample that includes critical dates marked by an asterisk. Those
dates designated critical cannot be changed and must be included in
your proposed delivery schedule. Deliverables: Task 1. Work with all
OPDIV coordinators to establish organization responsible for the
campaign within each OPDIV and establish contact person. Task 2.
Facilitate selection of team leaders. Task 3 Establish 1999 CFC Goals
for HHS and individual OPDIVS and staff divisions. Task 4. Facilitate
selection and training of keyworkers. Keyworkers; Task 5. Facilitate
campaign kickoffs. Task 6. Facilitate distribution of CFC materials.
Task 7 Execution of campaign. Task 8 Facilitate Secretary's Commitment
Rally. Task 9. Consolidate data and prepare financial summary reports.
Task 10. Close Out Ceremonies. Task 11 Campaign closeout. Task 12 Plan
victory celebration on or about March 1, 2000 and HHS Awards ceremony
on or about March 15, 2000. Submit final Campaign Report by March 31,
2000. and all files. Evaluation of your proposal will be conducted as
follows: Technical -- 30 points, Past Performance -- 60 points, and
Pricing -- 10 points. Under technical shall be subfactors for technical
approach (15 points) and quality of personnel (15 points). Your
technical proposal must contain a writeup of your proposed approach to
the campaign including your proposed delivery schedule and resumes for
the proposed personnel. The technical proposal is limited to no more
than ten pages, single spaced, 12 pitch. Soliciting past performance
information shall be done by the government. Your business proposal
must include a page labeled "Past Performance Contacts" which lists
three references for similar projects done within the past three years
with the name of the contact person who will be completing the
questionnaire the government sends, the contact's phone number, and fax
number with a brief description of the project performed for each
contact. The business/pricing proposal must include the following three
elements: 1) Labor -- the hourly rate for each labor category proposed
and the number of hours proposed; 2) Other Direct Costs -- include
those items and expendables normally used in mounting traditional
campaigns such as award plaques given to key workers; 3) identify any
other items required that would be government furnished. If offeror(s)
propose to perform all tasks, the proposal must give a total price
with a breakdown by the 3 elements previously listed; if offeror(s)
propose to perform one or only some tasks, the proposal must also give
breakdown by the three elements for the individual tasks. The hourly
rate given must be supported by a detailed breakdown indicating howit
was derived, or, if the hourly rate is a previously established
commercial or government rate, offeror may submit copies of prior
invoices paid. The government is willing to pay an incentive if the
goals are exceeded by 5% or more. Please propose what incentive fee you
would request and what penalty fee would be associated with not meeting
the goals. Submit one original and two complete copies of your
proposal. The provision at FAR 52.212-1, Instructions to
Offerors-Commercial, applies to this acquisition. Offerors must include
a completed copy of the provision at FAR 52.212-3, Offeror
Representations and Certifications-Commercial Items, with their offer
(as part of the pricing proposal). The clause at FAR 52.212-4, Contract
Terms and Conditions-Commercial Items, applies to this acquisition. Any
