E-MAIL: bhatfield@spk.usace.army.mil, bhatfield@spk.usace.army.mil. PROJECT TtITLE: Flood Warning System, Alert/GOES System, Truckee, CA and Reno and Sparks, Nevada. DESCRIPTION: Sources sought. Project area includes tributaries to the lower Truckee River within Placer, Nevada, and Sierra Counties, California and Washoe County Nevada. Tributaries include Saeghen Creek, Little Truckee River below Stampede Reservoir, Mogul Creek, North Truckee Drain in Sparks, Steamboat Creek, Dry Creek, Whites Creek, Galena Creek, and Davis Creek. Facilitate the implementation of the following components to improve the flood threat recognition and information-dissemination plan for Reno Flood Warning System:1) Develop a protype database, compatible with appropriate city of Reno and Sparks and Washoe County GIS database that contains information/mapping on the location of public and private property vulnerable to flooding, along with data on physical and environmental hazards; 2)Develop prototype threat recognition rules for the North Truckee Drain and Steamboat Creek for identifying future flood threats based upon observations from the data collection network and for forecasts provided by the National Weather Service (NWS). These "if...then..." rules shall provide local jurisdictions with a "rule book" allowing more efficient and timely implementaion of flood preparedness actions and emergency response. The rules shall be developed in consultation with NWS, which has already develped rules for the mainstream of the Truckee River; 3) Document written procedures for disseminating information to emergency personnel, public agencies and private organization, and the general public including implementation procedures of Reverse 911 for public agencies, private organizations and the general public; 4) Develop a flood preparedness plan that links the threat identification response recommendations. This plan shall be a detailed outline for future development of a flood preparedness plan for the Reno-Sparks area. The outline shall establish an organizational structure that would integrate measures for evacuating people and property at risk, implementing temporary protection measures, and maintenance of vital services; and 5) Develop written procedures to implement a public outreach program to educate the public on floods and emergency procedures. Topic to be discussed include developing a communications plan on how to utilize mass media, special events, spokespersons, and education outreach. Government is seeking specialized experience in implementing flood warning plans and specific knowledge of STORM Watch and FLOOD Watch sofware and ALERT/GOES system. Contractor shall provide evidence of successful past performance, including a reference list, of two (2) customers, to demonstrate that the contractor has performed same related services for a period of at least three years.
