D. Kliment, marie.d.kliment1@jsc.nasa.gov. NASA/JSC plans to issue a
Request for Quotation (RFQ) for the manufacture, test, and delivery of
50 shearbolt pressure cartridges, P/N SKD26100098-301, with associated
test and margin cartridges. The cartridges are a replaceable component
in the existing Forward Attach Shearbolt System between the Space
Shuttle Orbiter and the External Tank. The cartridges shall meet NASA
requirements and standards for design, workmanship and performance. See
attached Statement of Work. This procurement is being conducted under
the Simplified Acquisition Procedures (SAP). NASA/JSC intends to
purchase these cartridges from either/both of OEA Aerospace, Inc., in
Fairfield, CA, and Universal Propulsion Company, Inc., in Phoenix, AZ,
which have both previously manufactured, tested and delivered these
same flight certified cartridges using their own proprietary
manufacturing processes. Opening this procurement to full and open
competition would require a new source to first complete development
and qualification of the necessary blending and loading processes prior
to the actual manufacturing of the flight cartridges. The cost of this
effort would equal the cost of the manufacturing operation and take
longer to accomplish than the actual flight hardware production.

intends to acquire these commercial items using FAR Part 12. Interested
firms have 15 days from the publication of this synopsis to submit in
writing to the identified point of contact, their
qualifications/capabilities. Such qualifications/ capabilities will be
used solely for the purpose of determining whether or not to conduct
this procurement on a competitive basis. Responses received after the
15 days or without the required information will be considered
nonresponsive to the synopsis and will not be considered. A
determination by the Government to not compete this proposed effort on
a full and open competitive basis, based upon responses to this notice
is solely within the discretion of the Government. Oral communications
are not acceptable in response to this notice. All responsible sources
may submit an offer which shall be considered by the agency. An
